Edit: in your sentences, since “comparing the actual costs” can be the method used to accomplish the task (preparing the budget), and can be part of the task and included in it, they are both correct, but with different meanings as explained.

A: I would say without context that a more natural phrase is "I don't have a budget", but "I don't have any budget" makes sense as well.

Using "I don't have any budget" makes it sound like you have more to say, like: "I don't have any budget [restrictions for the party]"

A: "...so I'd better pay for them through/by installments to reduce the burden of the expense."

You would use the article "an" before "installment" in this context anyway. But it sounds natural. Good job!
