Since the end of the Cold War, many scholars questioned the relevance of nuclear weapons in a world where is not clearly defined as unipolar or multipolar. Many critics of the nuclear weapons see them as the outdated tools of the power and hegemony of an outdated system and a theory, simply Realism. Nevertheless, despite the risks of vertical and horizontal spread of nuclear weapons to new states or to demonic non-state actors, sovereign states still stock them and share an enormous amount of budget to modernize these outdated tools. Notwithstanding with the critics of them, in this article, we will approach these tools with our reference to the Neoclassical Realism and try to define what nuclear proliferation means in a world where modified Realism resurged with its old school thoughts and with its tools of foreign policy. This article merely answers the critics of Realism and nuclear weapons' presence in accordance with the systematic and unit-level analysis rather than doing it with an ethical and utopian bias.

Özet: Soğuk Savaş'ın sonundan itibaren, birçok akademisyen tek kutuplu mu yoksa çok kutuplu mu olduğu bilinmeyen bir dünya da nükleer silahların gerekliliğini sorguladı. Nükleer silahların eleştirmenleri, onları, mazide kalmış bir teori ve sistem olan Realizmin güç ve hegemonya anlayışını sürdüren modası geçmiş araçlar olarak nitelendiriyordu. Nükleer silahların yatay ve dikey olarak diğer devletlere ve şiddet yanlısı devlet-dışı aktörlere yayılmasına rağmen, birçok egemen devlet bu modası geçmiş aletleri depolamayı sürdürüyor ve bunları modernize etmek için büyük miktarda bütçe ayırmaya devam ediyor. Bu eleştirmenlerden ayrı olarak, bu araçlara, Neo-klasik Realizmi referans alarak eski kavramların da yardımıyla Realizmin yükseldiği bir dünyada dış politikanın bir aracı olarak bakacağız. Bu makale, Realizmin eleştirmenlerine, etik ve ütopik bir bakış açısıyla değil, sistematik ve aktör bazlı bir analizle yanıt vermeyi hedefliyor.

En un periodo de profundos cambios en el sistema internacional, es aún más necesario contar con los marcos de análisis e interpretación adecuados para la comprensión correcta de su alcance y significado. Esta obra pretende ofrecer una aproximación asequible, pero a la vez exigente y rigurosa, a las principales corrientes y debates teóricos de la disciplina de las Relaciones Internacionales, incluyendo tanto las teorías tradicionales, que siguen ejerciendo una notable influencia, como las aproximaciones más críticas y novedosas que han centrado el debate teórico contemporáneo. Con ese propósito se ha reunido una destacada muestra de especialistas de la escuela española de Relaciones Internacionales, cuyos orígenes y formación son a su vez objeto de estudio. En sus capítulos se examina críticamente el etnocentrismo de una disciplina que no es ajena a la hegemonía estadounidense, material e ideacional, como marco para el estudio de las distintas teorías: el realismo y el institucionalismo, así como los debates y síntesis de sus revisiones neorrealistas y neo-institucionalistas; la Escuela inglesa de la Sociedad internacional, el social-constructivismo, la teoría crítica, el postestructuralismo, y la teoría feminista de las Relaciones Internacionales. The interpretation of Chinese foreign policy is crucial in determining other state policies towards Beijing. The 2013 announcement of the ‘One Belt, One Road’ (OBOR) initiatives is one such development which has stimulated a debate regarding the Chinese Communist Party’s underlying motivations. This study argues that a theoretical position based solely on structural determinism yields a deficient and shallow reading of Beijing’s fundamental objectives concerning the OBOR initiatives. Offensive realists interpret China’s plan as an explicit challenge to the US-led international order, and thus recommend that the country’s rising power and influence should be contained (Mearsheimer, 2001; 2006). This myopic stance excludes the powerful internal drivers behind the inception of OBOR and consequently has the potential to contribute to regional and global instability. Utilizing a Neoclassical Realist framework, three intervening variables are highlighted as critical contributions to the foundation of OBOR– strategic culture, state-society relations, and domestic institutions.

The paper ultimately posits that the intrinsic link constructed between Asia’s development and that of China’s own development aims to develop a 21st century regional neo-tributary system, whereby China as the benevolent ‘core’ has adapted the ancient structure and augmented it with modern institutions, such as the Asian Infrastructure Investment Bank. This hybrid format is hence fit for purpose within the current Westphalian system and can act as a vehicle for cultivating China’s soft power. As a consequence of the vital contribution of these three intervening variables and the overwhelming deficit of continental infrastructure funding, OBOR does not inevitably constitute an explicit balancing mechanism against the United States. This alternative reading thus allows the consideration of alternative responding strategies which may help avoid the Thucydides Trap.

Παρά το γεγονός ότι η διεθνής πολιτική της Ανατολικής Μεσογείου μας απασχολεί σε επίπεδο πολιτικής και ειδησεογραφίας καθημερινά, η συστηματική έρευνα και μελέτη γύρω από αυτήν είναι πολύ περιορισμένη, ακόμα και στην ελληνόγλωσση βιβλιογραφία. Οι αναλύσεις για την Τουρκία, την ενεργειακή ασφάλεια, τις διακρατικές και πολυμερείς συνεργασίες στην περιοχή, τα ελληνοτουρκικά, το Κυπριακό, τη Λιβύη και πολλά άλλα παρεμφερή ζητήματα παρασύρονται πολύ συχνά από τον όγκο και τη ροή της καθημερινής πληροφόρησης και ειδησεογραφίας. For centuries, the Arctic has been depicted as a giant desert of ice, an unproductive terra nullius deprived of any strategic value. However, as geopolitical and geophysical change is bringing this neglected region into the spotlight and many powers' foreign policy agendas, such misconception could not be any far from reality. On the one hand, indeed, increased levels of pollution and global warming, together with the vast and constant rise of primary energy demand worldwide (+36% between 2008 and 2035), put Arctic environments at even higher risk of deterioration than previously forecasted. On the other hand, at the same time, some of the "Arctic 5" policymakers started conceiving the eventuality of an ice-free Arctic by the "northern summer" of 2050 as a profitable opportunity to develop energy resources and exploit waterways previously trapped under ice. Such is Russia's case, the country owning the most considerable Arctic coastal extension and the most of expected hydrocarbon and mineral resources, estimated to amount to 8% of the world's hydrocarbon reserves and 17% of undiscovered world oil and natural gas. As a result, Russian political discourse started portraying the Russian Arctic Zone (RAZ) as the new gold mine of its resource-based economy, if not as an El Dorado for attracting investments, developing infrastructural networks, and transforming Siberia into a logistic and commercial hub through the Northern Sea Route. Henceforth, the purpose of this thesis is to explore the "scramble for the Arctic" from Moscow's perspective, to assess the role of regional energy security in the formulation of Russia's Arctic policies, and to critically forecast the challenges, perspectives, and approaches of the Russian Federation relating to the regional framework. The main conclusion is that Moscow, differently than in other contexts (i.e., Ukraine, Southern Caucasus), is oriented towards a less assertive and more cooperative approach in order to attract foreign investments and partnerships to develop national interest in the Arctic.
