Outermost Regions

Teacher identity construction is an ongoing process experienced by teachers in the world. Hence, this study focuses the research on teacher identity construction and critical awareness process on becoming a teacher. The participants of this study are pre-service teachers who have been experienced SM-3T program, a program conducted by the Indonesian government to send graduated students of education to teach in outermost, frontier, and disadvantaged areas in Indonesia. Researcher used quantitative method by providing questionnaire to collect all the data needed. This study aimed to explore teacher identity construction processes and also critical awareness development on becoming a teacher after teaching in challenging areas. Briefly, the result of this study is that there are five processes of constructing teacher identity, those are: self-reflection, beliefs changes, external factors, encouragement, and critical awareness. This study also aimed to give contribution or enrich the knowledge on teacher identity construction in any further research and also to give contribution to Indonesian government in running the SM-3T program.

By highlighting the case of French Guiana and – more extensively – its border with Brazil, this article is a contribution to the recent academic interest in the European Union’s ›Outermost Regions‹ and the colonial continuities implied by their status. The article begins by depicting sociology’s Eurocentric tradition, precluding postcolonial perspectives on Europe d’outre mer from gaining a foothold in mainstream research and curricula. In this context, recent re-conceptualizations of ›entangled‹ histories and modernities/modernity are brought into focus. In a second step, the paper offers a historical overview of French Guiana and its contested border with Brazil. The article proceeds by presenting ethnographic field notes from the border region. These empirical insights illustrate the on-going entanglements not only between ›mainland‹ France and its exclave on the Latin American continent, but also between France and Brazil as well as between Europe and Latin America more generally.

L’esprit et la lettre des articles 73 de la Constitution et 349 du Traité sur le fonctionnement de l’Union européenne (TFUE) sont souvent limités dans leur portée à Mayotte, comme dans les autres territoires ultramarins, en raison des différences d’appréciation des notions « d’adaptation » et des « caractéristiques et contraintes particulières » qui sont propres aux outre-mer. À Paris comme à Bruxelles, ces notions font débat (rapport Letchimy, 2013) et entrainent des joutes juridiques, parfois houleuses, qui ont pourtant des conséquences économiques et sociales très concrètes sur la vie quotidienne des Ultramarins (mémorandums, déclarations finales de la CPRUP). D’aucuns observent que là où il y a besoin d’adaptation, le droit commun s’impose avec toute sa majesté. D’aucuns observent, en même temps, que là où le droit commun doit s’imposer, l’adaptation s’applique, à la surprise générale.

Os encontros científicos «Portugal, Espanha e o Atlântico»  resultam de uma parceria
entre  o  Centro  de  Estudos  Interdisciplinares  do  Século  XX  da  Universidade  de
Coimbra  –  CEIS20,  muito  concretamente  através  do  seu  Grupo  de  Investigação
Europeísmo, Atlanticidade e Mundialização e a Universidad Nacinal de Educación
a Distancia – UNED-Madrid, através do Departamento de História Contemporânea
da Faculdade de Geografia e História.
Foram seus  mentores os Professores Doutores Maria Manuela  Tavares Ribeiro e
Hipólito de La Torre Gomez e têm-se realizado de forma regular desde 2017 e neles
têm participado renomados académicos e investigadores portugueses e espanhóis.
Numa  época  de  reconfigurações  de  vária  ordem  do  sistema  internacional,  o
Atlântico  tem  vindo  a  ter  um  “ressurgimento  silencioso  capaz  de  o  recentrar  na
geopolítica  do  século  XXI,  potenciando  a  posição  geográfica  de  Portugal  e
maximizando a sua política externa”, segundo Bernardo Pires de Lima.
Assim  tem  sido  objectivo  destes  seminários  internacionais  contribuir  para  um
diálogo  reflexivo  importante  entre  portugueses  e  espanhóis  sobre  a  centralidade
estratégica do Atlântico, nas suas múltiplas vertentes (intelectual, social, económica,
geoestratégica…) na Época Contemporânea.
A terceira edição resulta, este ano, de uma parceria destas duas instituições com a  Academia de Marinha e realiza-se, em Lisboa, nas suas instalações

Several of the EU Member States possess overseas territories lying thousands of kilometres away from Brussels. The application of EU law in such areas can very much differ from the way how this law functions on the European continent. Focusing on the detailed analysis of all the main exceptional statuses enjoyed by the overseas territories of the Member States vis-à-vis the European Union, this article provides an essential outline of the procedural and substantive aspects of the application of European law overseas, drawing on the examples provided by application of European law to the British, Danish, Dutch, Finnish, French, Portuguese and Spanish special territories. Profoundly updating an earlier article which appeared in this Journal before the entry of the Treaty of Lisbon into force and a deep reform of the Dutch and French overseas (Vol. 17, 2008–2009), this contribution contains a brief overview of the key aspects of the field of EU law of the Overseas.

This paper, written in the Dutch language, provides a brief analysis of the legal options in the context of EU law available after the entry into force of the Treaty of Lisbon to the overseas territories of the EU Member States. The emphasis is put on two fundamental options: the status of an Outermost Region and that of an Overseas Country or Territory Associated with the EU. The paper draws on the example of the potential application of these statuses in EU law to the overseas territories of the Kingdom of the Netherlands following the splitting up of the Federation of the Netherlands Antilles.

This short paper written in the French language provides an overview of the evolving status of the overseas parts of the Kingdom of the Netherlands in the context of European integration from the beginning of the fifties until the recent reform which reshaped the Caribbean parts of the Kingdom in October 2010.

This paper, written in the Dutch language analyzes the territorial scope of application of different branches of EC and EU law and the applicability of the concept of territoriality to European law. A special emphasis is put on the analysis of the applicability of EU and EC law in the territories possessing two main special statuses under Art. 299 EC: Ultra-peripheral regions (in the sense of Art. 299(2) EC) and overseas countries and territories associated with the Community (in the sense of Art. 299(3) EC and Annex II EC). The paper does not only focus on the legal essence of both special statuses and the dynamics of their recent evolution, but also contains detailed assessment of the procedural requirements for territories' status change in EC law, including the new procedures to be introduced upon the entry into force of the Treaty of Lisbon. Special attention is paid to the nature and the extent of possible derogations from the acquis communautaire to be enjoyed by the ultra-peripheral regions.

Focusing on the detailed analysis of all the main exceptional statuses enjoyed by the overseas territories of the Member States vis-a-vis the European Union, this article provides an essential outline of the procedural and substantive aspects of the application of European law overseas, drawing on the examples provided by application of European law to the British, Danish, Dutch, French, Portuguese and Spanish overseas possessions. There is a surprising number of legal lacunae to be filled, especially given that the application of European law in the overseas possessions of the Member States remains seriously underresearched in the English-language literature.

Na União Europeia (UE) existem nove regiões ultraperiféricas (RUP), entre as quais se encontram a Regional Autónoma dos Açores (RAA) e a Região Autónoma da Madeira (RAM). As RUP apresentam diversas especificidades que limitam o seu desenvolvimento económico e social, mas a sua importância estratégica é significativa face à Zona Económica Exclusiva (ZEE), pelo que importa conhecer. O objetivo do presente trabalho é aprofundar o conhecimento e descrever a
evolução do setor empresarial na RAA e na RAM. Através de um estudo descritivo e recorrendo a dados secundários publicados pelo Serviço Regional de Estatística dos Açores, Direção Regional de Estatística da Madeira e Instituto Nacional de Estatística, foi possível verificar que na RAA e na RAM, entre 2008 e 2017, existiu inicialmente uma regressão no número de empresas e posteriormente uma recuperação até 2017. Contudo, na RAA o número total de empresas em 2017 ainda não iguala o de 2008. Acresce que em ambas as regiões os números totais de pequenas, médias e grandes empresas em 2017 ainda não perfazem os números de 2008. Quanto à forma
jurídica, na RAA as empresas individuais apresentam uma diminuição da sua expressão, enquanto na RAM a tendência é inversa. Relativamente aos setores de atividade económica, ocorreram algumas variações ao longo deste período, designadamente, em ambas as regiões, o setor da construção, tem vindo a diminuir a sua expressão e o setor do alojamento, restauração e similares tem aumentado a sua expressão em relação ao global de empresas, evidenciando uma mudança de paradigma.
