FOREWORD
1) The old schedule of rates for road works was prepared in 2008 and was in force w.e.f. 1/4/2009.
Since then the rates of labour material and P.O.L. have changed considerably. As such this schedule of rates has been revised taking into consideration the current rates for labour materials and P.O.L.
2) The Ministry of Road Transport and Highways has revised the specification for road & bridge
works in August 2001 (IVth Revision). "Standard Data Book for Analysis of Rates" of Ministry of Road Transport & Highways, has also been published by Indian Roads Congress. These specifications and SOR based on Standard Data Book are being adopted generally by all the States of India and hence the New S.O.R. has been prepared keeping in view the specifications of Road and Bridge works (IVth Revision) and on the basis of the Standard Data Book of MoRT&Hs. 3) This S.O.R. has been prepared on the basis of the "Standard Data Book for Analysis of Rates" of Ministry of Road Transport & Highways, published by Indian Roads Congress. Few of the Items which do not find place in the Standard Data Book for Analysis of Rates have also been included in the new S.O.R. as these are required and provided in the old S.O.R.
4) This schedule of rates (SOR) for Road works is brought in force with effect from
1st April, 2010 This SOR shall be applicable for maintenance and construction of roads and culverts in entire Public Works Department in Chhattisgarh.
5) Some items have been modified in their nomenclature as per requirements. The description of the
items is kept according to Ministry of Road Transport & Highways, Government of India, "Specifications for Road and Bridge works" (IVth Revision) published by the Indian Roads Congress. 6) Standard Tables given in the specifications are annexed with the S.O.R., so as to facilitate easy reference to the specifications during execution. 7) I would like to commend Er D.K. Pradhan, Chief Engineer Er K.K.Pipri Chief Engineer, Er.A.K. Mandhan, Superintending Engineer and Er. V.K. Runijha Executive Engineer who have contributed considerably towards bringing out this schedule of rates into effect. I would also like to commend all those who have helped a lot directly or indirectly in bringing out this schedule of rates. 8) Suggestions, if any, towards further improvement to this Schedule of Rates for Road and Bridge works will be highly welcomed.

(a)
"Specifications" would refer to the "Specifications for road and bridge works" (4th Revision) published by the Indian roads Congress August'2001, on behalf of the Government of India, Ministry of Road Transport & Highways. "Clause" would refer to clauses of the specifications referred to in note (a) above. "Engineer-in-charge" would refer to the Executive Engineer of the division for the time being. "Table" would refer to the table of the aforesaid specifications.
The rates of all items include element of setting out and carrying out the work in narrow or part width of road, where directed. In the absence of any stipulation to the contrary, unit rates for different items of works are for completing the works to the specifications I/c full compensation for all operations detailed in the relevant sections of the specifications under "Rates". The rates are to be considered as the full inclusive rate for the finished work covering all labour, material, royalties, lease, rent, wastage, temporary work, plant, equipment, overhead charges and profit, unless specified otherwise. Mode of measurements shall be as per provisions contained in the relevant clauses of the specifications unless specified otherwise. The rates are inclusive of the element of hire and running charges of all types of plant, machinery and equipment required to complete the work unless specified otherwise. Royalty, octroi-duty , commercial and all other taxes are included in the rates. (i) (ii) The rates include making arrangement of traffic as per clause No.112 except for initial treatment to verge, shoulders and construction of diversion. The rates do not include the work of boring and trial pits, which are to be measured and paid separately. Cost of drums would be charged extra in case of supply of bitumen in packed drums at Rs.150/- each and Rs.400/- each for the drum of bitumen and emulsion respectively if these materials are supplied departmentally. Bitumen and modified bitumen shall be obtained from approved petroleum refineries. The use of PMB-40/NRMB will be taken in the estimate after written permission of Chief Engineer. Only 60/70 grade bitumen will be used in all bituminous works unless specified otherwise.

Theoretical consumption of bitumen shall be worked out on the basis of the following densities : (1) For Bituminous macadam using black basalt/granite-- 2.20 gm/cc (2) For Bituminous macadam using lime stone -- 2.00 gm/cc (3) Bituminous concrete, Dense bituminous concrete and semi dense bituminous concrete -- as per job mix formula.

For profile corrective course up to 50 mm thickness bituminous macadam with Grading-2 material with 3.1% bitumen shall be provided. B.U.S.G. shall be used in case the thickness required for profile corrective course is more than 50 mm. The rates also include the element of testing of samples of various materials brought by the contractor for use on the work as well as other tests for items of work as stipulated in the specifications as per clause 903 and its sub-clauses of specifications for road and bridge works of MORT&H (4th revision). Frequency of such tests to be carried out must not be less than the prescribed frequencies. Copies from Registers containing records of tests shall have to be presented along with running account bills. A record of actual consumption of materials like , bitumen,cement,steeel etc.be maintained at site and copy submitted along with each running bills and the same should be cross checked with theoretical consumption before making payment. Register (Original) shall have to be submitted along with the final bill. Tests shall have to be conducted for the contractor's material by his Engineers under the supervision of the Engineer-in-charge or his authorized representatives in the field laboratory established by the contractor. However, the Engineer-in Charge may direct to carry out tests in the departmental laboratory or any approved laboratory for which the testing charges will be paid by the contractor or may be deducted from bills .Before making any payment it will be the responsibility of the officer making payment to ensure that all tests as per prescribed frequencies have been carried out and the results are well within the scope of permissible limits. The section 900 of the specification mentions "as required" against some of the tests. To stave off disputes the following frequencies are specified :(a) Deleterious One test per 500 Cum. or part thereof. material. (b) C.B.R. -----do------

It will not be obligatory on the part of the Engineer-in-charge to provide any assistance in obtaining lease/permits for extraction of minor minerals. The contractor will not be entitled to any excuse whatsoever on account of any delays in obtaining minor minerals to be used on the work. For comprehensive items, quantities of aggregates, screenings, granular materials and binding materials etc. indicated in the specifications are loose. No extras on account of any voids or bulk ages etc. will be paid separately. Where it is proposed only to supply, transport and stack the mineral aggregates for use in pavement courses, the quantities indicated in the specifications shall be supplied but payment for the same shall be regulated on the basis of volumes to be computed after deductions specified in clause 514.5. The stacking will have to be in a trapezoidal section having base 1.5 M., top width 0.5 M. and height 0.5 M. The length should be as long as conveniently possible.

For items Granular Sub base, W.B.M.,B.U.S.G.,Surface Dressing and seal coat Type-A the aggregates shall be stacked at site by the contractor which will be recorded in the measurement book and 100% check will be affected by the Sub Divisional Officer prior to their use on work. No separate payment shall be made for stacking as the same is deemed to be inclusive in the rate of these items. The rates shall be reduced by 3% if sensor paver finisher is not used in the bituminous work executed over full pavement width. The above shall not be applicable for patch repair works where profile correction is not required. For construction of reinforced earth retaining wall, back filling shall be paid separately as per Chapter-3 "Earth work, erosion control and drainage" Metal to be used for all bituminous courses and cement concrete shall be crushed in mechanical crushers. If any work is found to be sub-standard, but the Engineer-in-charge is of the opinion that the same can be accepted at a reduced rate, then the Engineer-in-charge shall submit proposals for the same, supported by an analysis i.e. justification of such reduction, through a D.O. letter to the Superintending Engineer concerned, to obtain his approval expeditiously (ordinarily within 15 days). The approved analysis along with orders of the Superintending Engineer should be appended to the final bill of the contractor. Rotavator or similar approved equipment capable of mixing the material to the desired degree is compulsory for mixing the graded material. The C.B.R.for sub grade soil ( 500 mm below the sub base ) shall not be less than 5%. The use of vibratory roller is essential for all the items where ever compaction/consolidation is to be done with rollers unless specified otherwise. For narrow and restricted areas plate compactors shall be used for compaction to achieve the desired density. The surface regularity of the completed sub-grade, sub-base, base courses, widening of surfaces and bituminous courses in the longitudinal and transverse directions shall be within the tolerances indicated in the table 900-1 of the specifications. For checking, specifications clause 902 shall apply. Failure to rectify the same will call for similar action as provided for in note 18 above. The work of shoulders must precede the work of sub-base and base courses and succeed the bituminous courses and cement concrete pavement. The rates for shoulders includes the operation of cleaning and scrapping of deleterious material and preparing of surface in 4% camber before laying of material for construction of shoulders.

Rates for the items of Semi dense bituminous concrete , bituminous concrete and dense bituminous macadam are based on the bitumen percentage in these items. Additional bitumen required as per job mix formula will have to be taken into account and be accommodated by the contractors in their tender rates. No separate payment shall be made on this account. a) b) Rates of items would apply for work order/piece work system also. Rates payable for any work to be done departmentally on work order/piece work may either be at-par or below rates in this SOR. Rates for transportation in Chapter No. 1 of "Carriage of Material" include :i) Loading and unloading into transport vehicle with incidental leads up to 100 M. at each place and all lifts. Stacking at suitable places as directed by the Engineer-in-charge, the weights of the container of any material shall be ignored.

The measurements of rock excavation are to be done as per clause 301.8. However, if the excavated rock is utilized by conversion into aggregates also, then a deduction at the rate of 45% shall be made from the stacked quantity of aggregates. To compute the volumes of rock excavation size of the stacks should be as large as convenient.

Rubble available from excavation of hard rock, shall be used for conversion into coarse aggregates or for other constructions and shall be issued to the contractor at Rs.150 per cubic meter of rock excavated. Wherever an existing boulder soling or WBM pavement is required to be excavated, it shall be presumed that the following quantities of rubble and coarse aggregates would be available for re-use and issued to the contractor at the rate indicated against each :a) b) Rubble :- 1 Cubic meter of rubble for every cubic meter of excavated boulder soling @Rs.135 per cubic meter of soling. Coarse Aggregate: - 1.10 Cubic meter for every cubic meter of excavated WBM @ Rs.150 per cubic meter of excavated WBM. (Excavated WBM should be screened to segregate metal from moorum before re-use).

The contractor will carry out dismantling of utilities under the supervision of the concerned department with prior information to the users. The actual quantities of materials shall be as per job mix formula for bituminous works.

For each compacted cubic meter of items of bituminous, base and surface courses the approximate loose quantities required will be 1.35 cubic meter unless other wise specified. Only cement of required specifications at the rate of 2% by weight of total aggregate will be used as filler for bituminous work wherever filler is to be provided. Lime will not be used as filler. The pavement camber or cross fall shall be provided as per provisions of IRC-73-1980. The prime coat must be used over all granular surface before the use of tack coat. The girth of trees shall be measured at 1.00 Meter (One Meter) above ground level. Rates of site clearance include jungle clearance leveling and dressing. All wood obtained from the tree shall be property of the government and shall be deposited at P.W.D. store as per direction of Engineer-in-Charge. Latest I.R.C. Codes shall be followed. In case of any contradiction in the provisions of the specifications and this schedule of rates, the provisions of the S.O.R. would take precedence. Patch Up materials shall be procured in sealed containers with certificates from the agency who has supplied the fusion bonded epoxy bars. PVC coated G.I. binding wires of 18G shall only be used in conjunction with fusion bonded epoxy bars. Chairs for supporting the reinforcement shall also be of fusion bonded epoxy coated bars. The cut ends and damaged portions shall be touched up with repair patch up material. The bars shall be cut by saw-cutting rather than flame cutting. While bending the bars, the pins of work benches shall be provided with PVC of plastic sleeves. The coated steel shall not be directly exposed to sun rays or rains and shall be protected with opaque polyethylene sheets or such other approved materials. While concreting, the workmen or trolleys shall not directly move on coated bars but can move on wooden planks placed on the bars.

Water reducing Admixture" (b) Except where resistance to freezing and thawing and to disruptive action of deicing salts is necessary, the air content of freshly mixed concrete in accordance with the pressure method given in IS:1199 shall not be more than 2 per cent higher than that of the corresponding control mix and in any case not more then 3 per cent of the test mix. 174.2.3 Control of Strength of design mixes a) Adjustment to Mix Proportions. Adjustment to mix proportions arrived at in the trial mixes shall be made subject to the Engineer's approval, n order to minimize the variability of strength and to maintain the target mean strength. Such adjustments shall not be taken to imply any change in the current margin. b) Change of Current Margin When required by the Engineer, the Contractor shall recalculate the current margin in accordance with Clause 1704.2.1 The recalculated value shall be adopted as directed by the Engineer, and it shall become the current margin for concrete produced subsequently. MAINTENANCE OF BITUMINOUS SURFACING The type of defects in bituminous surfacing are grouped under four categories. a) Surface defects which include fatty surfaces smooth surfaces, streaking and hungry/dry surfaces. b) Cracks which cover hairline cracks, alligator cracks, longitudinal cracks, edge cracks, shrinkage cracks and reflection cracks. c) Deformation defects, which comprise of slippage rutting, corrugation, shoving, shallow depressions and settlements. d) A disintegration defect, which consists of stripping, loss of aggregates, reveling, pot-holes and edge breaking. The general cause and remedies for these defects are given as below : a) Surface Defects Natural Defect Fatty surfaces Cause Excess bitumen, soft grad of bitumen, non-uniform spraying and loss of cover aggregates as in surface dressing, heavy axle loads. Polishing of aggregates by traffic, excess binder. Non-uniform application of binder, low temperature of binder, manual spraying, mechanical faults during spraying. Use of insufficient binder, use of absorptive aggregates, loss of aggregates from surface. Insufficient bitumen, excess filler, compacting when too hot, over compaction Excessive movement of base or subbase layer, base saturation, excessive leads over weathered surfacing, inadequate pavement thickness. Contraction or movement of subgrade beneath shoulder, lane joint crack due to weak joint or differential frost heave along centre-line. Lack of lateral support from shoulder, poor surface drainage, base saturation shrinkage, frost heave inadequate pavement width. Remedy Apply hot dry cover aggregates or sand and roll gently for removal of excess binder; burn it, if necessary or relay area affected. Resurface with premix carpet using hard aggregates or with slurry seal. Apply new surface dressing with proper care in spraying of bitumen. Apply slurry seal, or for emergency repair apply for seal. Apply fog-seal with bitumen, cutback bitumen or bitumen emulsion Fill crack with bitumen emulsion or cutback bitumen and apply slurry seal or sandbitumen mix, install drainage. Fill and seal cracks with cutback bitumen or bitumen emulsion, apply sand-bitumen mix, if cracks are wider than 3mm. Fill with premix carpet and compact to desired grade and profile. Excavate defective fill, reconstruct under controlled conditions to required thickness, provide adequate drainage, strengthen the pavement if required. Use anti- stripping agent in suitable doses in case of siliceous aggregates, use of proper grade of bitumen for coating, and provide adequate surface drainage. Apply liquid seal, fog-seal or slurry-seal. Relay, if necessary with liquid seal with proper quality control.

A broken line shall be used for centre line on two and three lane road, and for traffic lane lines. These line are for guidance of the drivers and may be crossed at their discretion.
