Minutes of The May 27, 2014 Sac City Council Meeting

City Council met in regular session at 5:00 p.m.
on May 27, 2014 at the Council Rooms Sac City

Municipal Building with the following members present: Bill Brenny, Bruce Perry, Tom McGinty with
Barb Bloes, Mayor presiding.

A motion was made by Bruce Perry and seconded by Bill Brenny to suspend the use of Roberts Rule of
Order and proceed with discussion motion discussion format. Roll call was taken and vote was as
follows:
Ayes: Bill Brenny, Bruce Perry, Tom McGinty.
Nays: None.
Absent: Gary Hansen, Teresa Bruening.

A motion by Bruce Perry and seconded by Bill Brenny to approve the following consent agenda items with
the removal of Pool Wages to be considered separately:

Approval of the agenda.

Approval of the minutes of the May 13, 2014 council meeting.

Consideration of amending Gas Operating and Maintenance Plan.

Consideration of approving amended policy of using Sac Community Foundation Funds on behalf of the
City of Sac City.

Approval of receipts and disbursements for April 2014.

Roll call was taken and vote was as follows:
Nays: None.

The following actions were taken on the Sac City Faade Project.

It was moved by Bill Brenny and seconded by Bruce Perry to approve the CDBG draw down #5 in the
amount of $3,027.00. Roll call was taken and vote was as follows:
Nays: None.

A motion was made by Bruce Perry and seconded by Bill Brenny to approve Tallgrass Historians L.C.s
bill in the amount of $4,745.11. Roll call was taken and vote was as follows:
Nays: None.

A motion was made by Bill Brenny and seconded by Tom McGinty to approve the citys portion in the
amount of $949.02. Roll call was taken and vote was as follows:
Nays: None.

A motion was made by Tom McGinty and seconded by Bruce Perry to approve the citys advancement of
private funding in the amount of $769.09. Roll call was taken and vote was as follows:
Nays: None.

It was moved by Bill Brenny and seconded by Bruce Perry to approve the citys advancement of CDBG
funding in the amount of $3,027.00. Roll call was taken and vote was as follows:
Nays: None.

It was moved by Bruce Perry and seconded by Tom McGinty to approve the noise pollution permit for 4
the Kids, LLC dba/ Cedes Bistro and Tea with Lillian on June 14, 2014. Roll call was taken and vote was
as follows:
Nays: None.

The council was updated on Blue Space Creative, Inc., Chautauqua Park Improvement and Urban
Development Area.

Bill Brenny introduced ordinance 2014-257 entitled: An Ordinance Amending the Code of Ordinances of
the City of Sac City, Iowa, by Amending Provisions Pertaining to Section 136.03, the Removal of Snow,
Ice, and Accumulations of Chapter 136, Sidewalk Regulations. It was moved by Bruce Perry and
seconded by Tom McGinty to approve the first reading. Roll call was taken and vote was as follows:
Nays: None.

Tom McGinty introduced ordinance 2014-258 entitled: An Ordinance Amending the Code of Ordinances
of the City of Sac City, Iowa, by Amending Provisions Pertaining to Section 149.02, Applicability of
Chapter 149, the Property Maintenance Code. It was moved by Bruce Perry and seconded by Bill Brenny
to approve the first reading. Roll call was taken and vote was as follows:
Nays: None.

It was moved by Tom McGinty and seconded by Bill Brenny to suspend the second and third readings of
ordinance 2014-258. Roll call was taken and vote was as follows:
Nays: None.

A motion was made by Bill Brenny to approve 4 the Kids, LLC dba/ Cedes Bistro and Tea with Lillians
request to use public property contingent upon approval of the appropriate liquor license. Motion died for
lack of second. This agenda item was postponed until the June 10, 2014 council meeting until clarification
is made.

The request of closing South 6
th
Street on June 14, 2014 was postponed until the June 10, 2014 council
meeting until clarification is made.

Bruce Perry introduced ordinance 2014-256 entitled: An Ordinance Amending the Code of Ordinances of
the City of Sac City, Iowa by Amending Provisions Pertaining to Water Rates. It was move4d by Tom
McGinty and seconded by Bill Brenny to approve the first reading of said ordinance. Roll call was taken
and vote was as follows:
Nays: None.

The council discussed possible repair work on the storm sewer in the area of the golf course. No decision
was made on this item.

The council was informed that the city attorney is currently reviewing the agreement between the IDOT
and the City of Sac City for the detour route for IA 196. No decision was made on this item.

Committee and Department Reports were presented and reviewed.

It was moved by Bruce Perry and seconded by Bill Brenny to approve the following wages for pool
guards/concessions workers (reflecting an increase of .25/hr.)
