TABLE OF CONTENTS:
IRR 2.2 To allow members have a personal test of their knowledge about Basic
Accounting and General Higher Accounting Concepts through a competitive,
friendly, and fun competition;
IRR 2.3 To allow members to participate in regional events that would only
require minimum personal cost/s or no cost at all;
IRR 2.4 To promote camaraderie, familiarity, and sportsmanship among the
participants from the different Local Chapters of the region in order to establish
a unified NFJPIA – Region 11 Council;
IRR 2.5 To increase the involvement and participation of the Local Chapters in
NFJPIA –Region 11 activities;

IRR 4.1 The Regional Cyber Accounting Genius is open to every student
enrolled in any accounting-related courses in Region 11. Provided, he/she
must be a bona fide member of the National Federation FY 2018 – 2019.
IRR 5.1 Each contestant shall message the NFJPIA – Region 11 Page with the
following information using the following format:
<First Name Middle Initial Last Name>, <NFJPIA ID number>, <Local
Chapter>
Example: Name: Marissa Ocampo NFJPIA ID Number: 11-10-0017 Local
Chapter: University of Mindanao
IRR 5.2 Each contestant must share the official publication material of RCAG
publicly, with the tags: “#NFJPIARegion11 #SUNDAYAG2019
IRR 5.4 Eager contestants who were not able to register before the
commencement of RCAG are still allowed to join the competition amidst the
RCAG Waves. Provided, they accomplished IRRs 5.1 and 5.2. However, they
shall no longer be allowed to answer the questions they have missed;
IRR 5.5 The compliance of IRRs 5.1 and 5.2 of the aspiring participants shall be
reviewed by the committee. Once certified, the registrant will receive a
message from the Regional Vice President for Academics through the NFJPIA
– Region 11 Council Facebook Page acknowledging their registration to the
event.
IRR 6.1 The Committee for Academics shall be composed of the Regional Vice
President for Academics and Academics Committee. Whereas, the NFJPIA
Region 11 Council shall be composed of the Regional Executive Officers of the
NFJPIA Region 11 Council.
IRR 6.2 RCAG Waves and corresponding dates are as follows:

IRR 6.3 Questions shall be posted on the Facebook Page starting at 9:00 PM.
IRR 6.4 Contestants are advised to log in their Facebook accounts at least 30
minutes before the time schedule.
IRR 6.5 Fifteen (15) questions shall be posted successively per RCAG Wave
with a 5minute interval after a question is posted.
IRR 6.6 Participants may already answer once the question is posted.
IRR 6.7 Participants shall comment their answer using the following format:
<FirstNameLastName>_<LocalChapterInitials>_<Answer>
IRR 6.9 Abbreviations are not allowed to be used unless specifically permitted
by the Committee for Academics in a particular question.
IRR 6.10 There is no time limit per question. However, the first three (3)
participants to comment the correct answer shall obtain points as follows:

IRR 6.11 Deleting of own answer is allowed. However, if a participant
comments a different answer without deleting his/her previous answer, the first
answer will be considered and not the succeeding ones. “Edited” answers will
not be accepted. This is to avoid playing safe.
IRR 6.12 Due to the complexity of the process, protests for any question shall
not be entertained. Hence, full reliance shall be given to the answers submitted
by the partnering firms and/or other partners where questions were solicited
from. However, with full reasonable diligence, the committee shall exercise due
care and prudence in reviewing the questions solicited. These questions are to
be checked by the Regional Vice President for Audit are to be thoroughly
assessed, and if maximally feasible, shall be reviewed by independent CPAs.
IRR 6.13 Registered participants shall collect up to fifty (50) points only. Upon
obtaining fifty (50) points, the participant shall be declared as a Regional Cyber
Accounting Genius Victor of Region 11. The RCAG Victors are no longer
allowed to answer questions.
IRR 6.14 The first 10 participants declared as RCAG Victors shall comprise this
year’s victors. Meaning, the RCAG may halt earlier than the expected Final
RCAG Wave, February 24, 2019. Provided, that the 10 RCAG Victors of 2019
had already been found.
IRR 6.15 Any member of the Committee for Academics and NFJPIA – Region
11 Council shall be vested with the power to give sanction to any contestant
he/she has witnessed violating any of the said provisions in this IRR.
IRR 6.16 In case of any concern, clarification, or protest which is not governed
by the Implementing Rules and Regulations (IRR) of the said provisions, the
Regional Vice President for Academics shall have the absolute power to decide
upon consultation to NFJPIA –Region 11 Council and/or Adviser on matters
which are deemed necessary to preserve and protect the integrity of the event.
His/her decision is final and irrevocable.
IRR 7.0 VIOLATIONS AND SANCTIONS GUIDELINES
IRR 7.1 The abovementioned Implementing Rules and Regulations are for
NFJPIA –Region 11 and related persons information exchange only. The
council maintains the relevance and reliability of this document through the
strict implementation of its rules and regulations.
IRR 7.2 Any questions raised by the contestants that are not included in the
IRR shall be subjected to the jurisdiction of the Regional Vice President for
Academics and NFJPIA –Region 11 Executive Officers. Their decision will be
final and irrevocable.
IRR 8.1 It shall be the primary duty of the Regional Vice President for
Academics and the Regional Executive Officers to effectively enforce the
provisions of this Implementing Rules and Regulations. The Executive Officers
also have the sole right to interpret the contents of this Implementing Rules and
Regulations and their decision will be binding and irrevocable.
IRR 8.2 The Regional Adviser or his/her duly designated representative shall
act as legal adviser to the Regional Vice President for Academics and the
Regional Executive Officers and shall render legal assistance as may be
necessary in carrying out the provisions of this Implementing Rules and
Regulations.
IRR 9.1 The Regional Executive Officers shall be vested with the exclusive
power to revise and amend the Implementing Rules and Regulations in the
conduct of the Regional Cyber Accounting Genius.
IRR 9.4 The Regional Executive Officers shall have the right to debunk any
proposed revisions and amendments which are deemed unnecessary. The
final decision on any inclusions and exclusions to this Implementing Rules and
Regulations must be determined by a majority vote of all Regional Executive
Officers in which the Regional Vice President for Academics is included.
IRR 10.1 If any clause, provision, paragraph or part of this Implementing Rules
and Regulations shall be declared unconstitutional or invalid, such judgment
shall not affect, invalidate, or impair any other part hereof, but shall be merely
confined to the clause, provision, paragraph, or part directly involved in the
controversy in which such judgment has been rendered.
IRR 11.1 Any rule and regulation or part/s thereof inconsistent with the
provisions of this Implementing Rules and Regulations are hereby repealed or
modified accordingly.
IRR 12.1 This Implementing Rules and Regulations shall take effect
immediately upon its issue this February 2019.
