1. Introduction
Open Journal Systems is an open-source solution to managing and publishing scholarly journals
online, which can reduce publishing costs compared to print and other traditional publishing
processes. It is a highly flexible editor-operated journal management and publishing system that
can be downloaded for free and installed on a local Web server. Online Journal System (OJS) is
an end-to-end publishing management platform offered by Public Knowledge Project (PKP)
which will help Journal publishers and content developers to manage their journal website along
with managing pre-publishing editorial activities including manuscript management, peer review
process & publishing process. The OJS platform will cover all aspects of online journal
publishing, from establishing a journal website to operational tasks such as the author's
submission process, peer review, editing, publication, archiving, and indexing of the journal. It
also helps to manage the people facets of organizing a journal, including keeping track of the
articles, the work done by the editors, reviewers, and authors, notifying readers, and assisting
with the communication. OJS is flexible and scalable. A single installation of OJS can support
the operation of many journals. Due to this, we decided to design and develop OJS for Haramaya
University College of natural and computational science.
The journal which is published in the east Africa journal of science is not enough to fulfill the
user’s interest because creating and retrieving it is that difficult many journals are there not only
natural science. In this, we try the online journal system only natural and computational science
articles, journals, and books occur in that.
1.2 Objectives of the Project
The main objective of the implementation is to design and develop an independent website for
the college of natural and computational science. To create a separate website that is useful for
all those around the globe who are in awareness and use of the scholarly resources in Haramaya
University College of natural and computational science. OJS has been designed to reduce the
time and energy devoted to the clerical and managerial tasks associated with editing a journal
while improving the record-keeping and efficiency of editorial processes. It seeks to improve the
scholarly and public quality of journal publishing through a number of innovations, from making
journal policies more transparent to improving indexing. OJS is also carefully set up to assist
those who have little enough experience with journal publishing.

There is also apply the relevant intellectual property rights issue, such as creation,
storage, and dissemination of online journal system management. Therefore they allow
creators, owners, patent, trademark, and copyright work to benefit from their own work.
Therefore in order to undertake the publishing of journals, we must investigate the legal
issues that can affect the resource accessibility by users, such as copyright issues,
authenticity, and intellectual property rights must be properly addressed.
3. Feasibility Study
The feasibility study is the analysis of problems to determine if they can be solved these
problems effectively. In order to develop our OJS management project, we studied the
feasibility to determine the possibility of an idea to ensure our project is, economically,
technically, operationally, and schedule accepted.
3.1 Economic feasibility
Economic feasibility is the issue that is related to the budget for building OJS management
for HrU college of NCS and how the money will spend on implementing it. This feasibility is
through often studied the financial cost related to purchasing hardware and software, training
staff for, new procedures, and human labor who are collect the library source for developing
the OJS management of college CNCS.
