1. Introduction
Open Journal Systems is an open-source solution to managing and publishing scholarly journals
online, which can reduce publishing costs compared to print and other traditional publishing
processes. It is a highly flexible editor-operated journal management and publishing system that
can be downloaded for free and installed on a local Web server. Online Journal System (OJS) is
an end-to-end publishing management platform offered by Public Knowledge Project (PKP)
which will help Journal publishers and content developers to manage their journal website along
with managing pre-publishing editorial activities including manuscript management, peer review
process & publishing process. The OJS platform will cover all aspects of online journal
publishing, from establishing a journal website to operational tasks such as the author's
submission process, peer review, editing, publication, archiving, and indexing of the journal. It
also helps to manage the people facets of organizing a journal, including keeping track of the
articles, the work done by the editors, reviewers, and authors, notifying readers, and assisting
with the communication. OJS is flexible and scalable. A single installation of OJS can support
the operation of many journals. Due to this, we decided to design and develop OJS for Haramaya
University College of natural and computational science.

1.1 Statement of problem


The open journal system is a part and member of the university setup. It exists to serve the
objectives of its users in an organization. The aim of a good university is to become a force for
educational excellence. Education is a lifelong process. But the problem of Haramaya university
college of CNCS is that it is difficult to create and publish the various articles, journals and the
work done in this college specifically.

The journal which is published in the east Africa journal of science is not enough to fulfill the
user’s interest because creating and retrieving it is that difficult many journals are there not only
natural science. In this, we try the online journal system only natural and computational science
articles, journals, and books occur in that.
1.2 Objectives of the Project
The main objective of the implementation is to design and develop an independent website for
the college of natural and computational science. To create a separate website that is useful for
all those around the globe who are in awareness and use of the scholarly resources in Haramaya
University College of natural and computational science. OJS has been designed to reduce the
time and energy devoted to the clerical and managerial tasks associated with editing a journal
while improving the record-keeping and efficiency of editorial processes. It seeks to improve the
scholarly and public quality of journal publishing through a number of innovations, from making
journal policies more transparent to improving indexing. OJS is also carefully set up to assist
those who have little enough experience with journal publishing.

1.3 Scope of building OJS for HrU college of NCS


The goal of building the online journal for HrU college of NCS is to assist users by satisfying
their needs and requirements of information resources, access, storage, publication, and
manipulation of the variety of information stored in the collection of material published by the
college of NCS. Therefore we specify the cover area in which we can build OJS for HrU college
of NCS of all departments occurring under this college and the resource material which we can
publish it.

1.4 Significant of building OJS for HrU college of NCS


OJS is used to publish multiple journals and articles with a potentially infinite number of articles
and selections at hand. OJS is used to access and publish at any time, in any place using a simple
technological device such as a computer, tablet, or smartphone. This means users can consult
online articles, books, and other research content without having to wait and go to the library.
There is also used to improve the sharing of library collections with other scholars.

2. Plan for building OJS for HrU college of NCS


2.1. Identifying the scope, purpose, and the user community
Identifying the scope (need) for building should be clearly identified, developing OJS for the
HrU college of NCS to fulfill the needs of researchers, teachers, management, and other support
staff. Those staffs including students need to publish articles not only in journals but also need to
access in journals and research thesis without wasting their time.
The purpose of developing OJS is:

 To improve easily access to research articles.


 To improve information sharing with other users.
 To improve the preservation of research resources for a long time.
 To strengthen the reusability of college journals and articles published.
 Reducing the waste time for finding materials

2.2 Determine the selection and analysis of source materials.


Materials for developing OJS for HrU college of NCS are primarily accessed from the Haramaya
university repository and digital library. And we have to define the source materials like books,
journals, articles, and papers done by this college.

2.3 Plan approach to building OJS


Collection of articles, books, research, and journals worked by the college of natural and

2.4 Define resource requirement

To identify the human labor according to their responsibility and the material which are used for
implementing OJS. Therefore we assign these requirement according to the following:

 Establishing the collection group.


 Setting up the information technology, such as hardware, software, networking related
and other needed component.
 Obtaining and installing OJS software packages, like SQL and XAMMP software.
 Finalizing policies and specifications, which means it can be specified as what
information can be accessed, how this information can be accessed and who can access
this information. The copyright issue is also considered.

2.5.2 Intellectual Property Rights

 There is also apply the relevant intellectual property rights issue, such as creation,
storage, and dissemination of online journal system management. Therefore they allow
creators, owners, patent, trademark, and copyright work to benefit from their own work.
 Therefore in order to undertake the publishing of journals, we must investigate the legal
issues that can affect the resource accessibility by users, such as copyright issues,
authenticity, and intellectual property rights must be properly addressed.

3. Feasibility Study
The feasibility study is the analysis of problems to determine if they can be solved these
problems effectively. In order to develop our OJS management project, we studied the
feasibility to determine the possibility of an idea to ensure our project is, economically,
technically, operationally, and schedule accepted.
3.1 Economic feasibility
Economic feasibility is the issue that is related to the budget for building OJS management
for HrU college of NCS and how the money will spend on implementing it. This feasibility is
through often studied the financial cost related to purchasing hardware and software, training
staff for, new procedures, and human labor who are collect the library source for developing
the OJS management of college CNCS.

3.2 Technical feasibility


Technical feasibility studies that whether the hardware and software match within the
building of OJS management. At this point, all hardware and software should be justified
whether is necessary for building OJS management and providing the best possible solution
for easy access to journal collection.

3.3 Operation feasibility


Operational feasibility studies on whether the participant will be able to develop the OJS
management project. At this point, many factors should be considered starting from the OJS
management project developers, students, staff, and the materials which are used to train the
articles and journal users.

3.4 Schedule feasibility


Schedule feasibility studies on the amount of time allocated to the development of the
Haramaya university college of NCS project. In order to implement our project, we have to
set down the schedule which can help us to perform our daily activities. Therefore we set our
schedule starting from June 28, 2022, to July 10, 2022, and listed the activities which we can
run it daily within our schedule.
4 Conclusion
OJS has evolved to become an information provider and preserves this information for a long
time to satisfy the user’s needs and authors. This is used to enable users easily publish journal
article collections by saving their time and cost. There is also helps users to provide a highly
interactive electronic network giving publish and access to OJS management resources. The goal
of building the OJS for HrU college of CNS is to assist users by satisfying their needs and
requirements of information resources, publishing, access, storage, and manipulation of the
variety of information stored in the collection of repositories that represents the college articles.
It is best to understand that OJS management services are information services that are delivered
digitally over web technology.
