INTRODUCTION
To develop the competencies, work ethics, and values to pursuing further

(MISSION AND VISSION/HISTORY OF PNP/ORGANIZATIONAL CHART)
MISSION
To enforce the law,
to prevent and control crimes,
to maintain peace and order,
and to ensure public safety and
internal security with the active support
of the community.
VISION
Imploring the aid of the almighty,
by year 2030, We shall be a highly capable,
effective, and police service working in partnership
with a responsible community towards the attainment
of a safer place to live, work and do business.
HISTORY
POLICE ORGANIZATION UNDER REPUBLIC ACT NO.6775, THE IMPLEMENTATION LAW OF SECTION 6,
ARTICLE XVI OF THE 1987 PHILIPPINE CONSTITUTION
Thus, on December 13, 1990, the President of the republic signed in to the law of republic act 6975 creating the Philippine
National Police (PNP). Incident thereto, dissolving the Philippine Constabulary whose officers and rank file were given
privilege either join the AFP or the PNP within the period as provided therein. The Act was known as “An Act
Establishing the Philippine National Police under a Reorganized Department of Interior and Local government and for
Other Purpose”, which became effective on January 1, 1gative991.
The enactment of RA 6975 establishing the PHILIPPINE NATIONAL POLICE is a historic step toward the attainment of a
better and more efficient law enforcement arm in the country. As a single national police force with civilian character and
integrated with the local government, the PNP is expected to bolster the government effort in PROMOTING PEACE
AND ORDER and ENSURE THE DELIVERY OF PUBLIC SAFETY SERVICES TO THE CITIZENRY.
The PNP, is preoccupied at that time with threshing out problems on organization that are inherit in any new institution.
However, much emphasis is focused on the need to refurbish the police image and restoring the highest state or credibility
to the police. A good number of ordinary citizens whom they are bound to protect have negative perceptions towards the
police, due to some abuse, and perceived inefficiency in rendering police assistance. This is further compounded by what
the public often describes as sluggish and sloppy the public has perceived the police to be coddling scalawags in its ranks.
Though efficient performance of the greater majority of the policemen, still the NEGATIVE public perceptions of the police
pose a problem to the attainment of the desired public acceptance and support for the organization. It is fact these isolated
cases of lapse by one policeman that often hug the headlines columns and front pages of news media to the detriment of
the overall image of the police force.
THE PNP REFORM AND REORGANIZATION ACT OF 1998 (REPUBLIC ACT 8551)
On February 17,1998, the Republic Act entitled “The PNP Reform and Reorganization Act of 1998” was enacted
to amend certain provisions of RA 6975. Under this Act, the PNP shall be strengthened and shall evolve into a highly
efficient and competent police force that is community an service oriented and fully accountable in the performance of its
function.
REORGANIZATION PLAN OF THE PNP
Legal basis
Section 13 of RA 8551, otherwise known as the “PNP Reform Reorganization Act of 1998” mandates that the NATIONAL
POLICE COMMISSION (NAPALCOM) shall conduct a management audit and prepare and submit to congress a
proposed reorganization plan of the PNP not later than December 31, 1998 subject to the limitation provided under this
act base on the criteria:
a.Increased police visibility through dispersal of personnel from headquarters to the field officers and by the appointment
and assignment of non-uniformed personnel to positions which are purely.

2. Technical
3.Clerical or menial in nature; and
4.Other position, which are not actually and directly related to police operation.
a.Efficiency and optimized delivery of police services to the communities.
In conformity with the aforementioned statutory mandate, the Reorganization Plan of the PHILIPPINE NATIONAL
POLICE was submitted to executive and legislative branch of the Philippine on December 3, 1988, for its approval

CHAPTER III
(NARATIVE OF LEARNING INSIGHT/LEARNING INSIGHT)
DAY 1, ACTIVITIES
We learn more about laws and articles, such as RA 11648, or an act
providing for stronger protection against rape and sexual exploitation and
abuse Ra 9262, or "AN ACT DEFINING VIOLENCE AGAINST WOMEN
AND THEIR CHILDREN, PROVIDING FOR PROTECTIVE MEASURES
FOR VICTIMS, PRESCRIBING PENALTIES THEREFORE, AND FOR
OTHER PURPOSES." RA 7610 is the final one. Or the "anti-child abuse law,"
Ma'am Liwayway said to us, "If someone knows or knows something like this,
we can tell to them." They told us this so we might learn about the legislation,
which is the most usual scenario.
DAY 2, ACTIVITIES
On our second day, we studied the four cardinal rules and how to apply them
and they demonstrate assembly and dis assembly of different types of guns
REFLECTION
We learned about all the 4 cardinal and on how to execute and
used them. It is important to understand these rules from their
intrinsic meaning so that we are more aware, we are safer and we
are more responsible. The second activity that we had is assemble
and disassemble of gun, We learned on how to assemble and
disassemble a gun that will give us advantage if we encounter this
types of activities again
DAY 3, ACTIVITIES
On our fourth day we do organize a file and greet and answer some
clients' questions
REFLECTION
On our fifth day, Ma'am Shiela Marie A. Trinidad
(Police Corporal Finance PCPO) taught us about first aid and
CPR. Ma'am Mariano also taught us where and when the pnp
began. Ma'am Mariano also gave us a short drug lecture

we do formation on afternoon.
REFLECTION
After 11 days of staying at Philippine National Police (PNP), Gattaran, Cagayan the
following are learned in the agencies.

(SUMMARY, CONCLUTION AND RECOMMENDATION)
SUMMARY
Even for a short time period, trained in work immersion. It helped the
students to expand their knowledge and also to know what is the life of
someone who has a noble job, be prepared for the path they will take and face
their future
