The Border Guard said on Saturday afternoon that there had been no attempts to illegally enter from Russia since the only remaining border crossing points, Niirala and Vaalimaa, were closed on Friday evening.
Around 7pm they reported that one individual had entered over the border fence at Vaalimaa.
On Friday, more than 200 asylum seekers arrived in Finland from Russia. The entire eastern border is now closed to passenger traffic for at least a month.
According to the Border Guard, after the border closed in Vaalimaa, about 20 people remained by a campfire on the Russian side of the border.
The two border posts re-opened on Thursday, but the government decided later that day to close them again after it deemed that Russian authorities had begun once again to systematically deliver third-country asylum seekers to the Finnish border.
Orpo refers to "hybrid attack"
Finnish officials and experts have repeatedly this autumn described Russia’s instrumentalising the flow of migrants as an "hybrid operation" aimed at destabilising Finland in response to its Nato membership and support for Ukraine.
Prime Minister Petteri Orpo (NCP) on Saturday for the first time described recent Russian actions on the border as a "hybrid attack" against Finland and the EU.
Speaking on the Yle current-affairs programme Ykkösaamu, the premier referred to a statement issued after the European Council summit that ended on Friday, which used the term "hybrid attack".
The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE), which is based in Helsinki, has not used the term "hybrid attack," said Jukka Savolainen, COI Director, Vulnerabilities and Resilience.
He told Yle that the Hybrid CoE generally uses the term "hybrid influence" to refer to infiltration and information gathering efforts. More serious terms include "hybrid operation" and "hybrid warfare," which involves movement of troops without an actual war between two countries.
In Savolainen’s view, "hybrid attack" fits into the more serious end of the "hybrid operation" spectrum.
EU ambassador: An apt description
Meanwhile Finnish EU ambassador Markku Keinänen told Yle that the use of the "hybrid attack" is established in EU circles.
"The term has been used in the conclusions of the European Council before, when problems similar to those caused on Finland's eastern border occurred between Poland and Belarus," Keinänen pointed out.
According to Savolainen, the word "hybrid" suggests the use of significant harmful means of influence that do not involve weapons or military force. In his view, "hybrid attack" is an apt description of Russia's recent actions against Finland.
