The Indonesia Government through the Ministry of Tourism and Creative Economy, hereinafter referred Kemenparkraf in the "Priority Tourism Destination Development Plan 2016-2019" targets to increase fairly rapidly both in the field of macro e.g: increase state revenues from Rp.140 trillion to Rp.280 trillion, and also in field of micro e.g: increase for foreign tourists from million people in 2014 to 20 million people in 2019.
One way to achieve these targets is the use of e-tourism in the tourism business. Utilization of digital technology will be easier for consumers / tourists to access tourism destination information, facilitate payment, the core of e-tourism will make travel plans consumers / tourists to be efficient and effective both in terms of time especially. In addition, e-tourism will also bring economic benefits for businessman, for example, businessmancan reduce the cost of paper printing expenses information, entrepreneur can more quickly expand the market, the product package tours.
But until this paper wrote, Indonesia has not been specific regulations on e-tourism business, especially for legal protection of the consumers and entrepreneurs in the business of e-tourism in Indonesia. In general, Indonesia already has regulations of Law No. 8 of 1999 on Consumer Protection, hereinafter referred to as UU PK and Law No. 11 Year 2008 on Information and Electronic Transactions, hereinafter referred to as UU ITE. Indonesia needs the regulation so that the business of e-tourism can be more useful, and have legal certainty. Regulations are also needed to protect consumers and e-tourism businessmanof criminal fraud, tort in the payment.
The method used in this paper is a method normative juridical, normative juridical method is a process of finding one principal or doctrine to address and resolve the problems encountered. Research with this system is used to produce arguments, or new concepts in solving problems (Marzuki. 2009: 35)
The results / conclusions of this paper are as suggestions for strengthening the policy in tourism on e-tourism in Indonesia, intended as a recommendation for Kemenparkraf and The others of Government Institutions toconcept regulation of e-tourism in Indonesia, and the conclusion that there must be established a regulatory harmony for fills a legal vacuum with UU PK and UU ITE law regarding the protection of consumers and entrepreneurs in the business of e-tourism
