South Atlantic Defense and Security

Neste painel serão analisados os interesses brasileiros no Atlântico Sul. O trabalho usa como recorte temporal os últimos cinco anos, período em que é possível observar que a cooperação entre os Estados do Sul é cada vez mais recorrente. O método utilizado na pesquisa centra-se na investigação de documentos que tratam da Defesa Nacional, tais como o Livro Branco de Defesa (LBDN), a Estratégia Nacional de Defesa (END) e a Política Nacional de Defesa (PND) e na análise de discurso do Ministério das Relações Exteriores acerca do Atlântico Sul. Torna-se possível, neste estudo, a compreensão de que o Brasil deixa clara a sua projeção na região, buscando, como principal ator, manter o status quo regional através de uma “supremacia compartilhada”. Em síntese, com esse estudo, busca-se mostrar como se torna ainda mais evidente que temas da Defesa Nacional passem a se aliar, de uma forma cada vez mais correlata, à Política Externa Brasileira.

A partir da formulação de uma genealogia do conceito de entorno estratégico brasileiro, este trabalho busca avaliar como a projeção brasileira para o Atlântico Sul, e os principais desafios estratégicos advindos desta ação, foram importantes na reconfiguração do entorno estratégico do Brasil – com a inclusão das regiões do Atlântico Sul e Antártida – e nas formulações dos projetos estratégicos das Forças Armadas brasileiras, com destaque para a Marinha do Brasil. O trabalho usa como recorte temporal os dois governos de Luiz Inácio Lula da Silva, devido ao avanço das discussões e práticas relacionadas ao entorno estratégico brasileiro e, também, às questões referentes aos Atlântico sul. A metodologia que guia a pesquisa é a qualitativa analítica, tendo como método a investigação de documentos como a Estratégia de Defesa Nacional e o Livro Branco de Defesa Nacional, além da análise dos projetos da Marinha do Brasil acerca da atuação brasileira no Atlântico Sul. Também são avaliados os discursos e apresentações no âmbito da Comissão de Relações Internacionais e Defesa do Congresso Nacional. Buscou-se, por conseguinte, avaliar como o Atlântico Sul tem se tornado cada vez mais central, no escopo das preocupações da política brasileira de defesa, tendo o governo brasileiro, com a reafirmação do Atlântico Sul como parte de seu entorno estratégico, formulado e implementado políticas e estratégias que buscaram assegurar a proteção da região marítima de jurisdição brasileira – a Amazônia Azul -, assim como uma intenção de manter o Atlântico Sul como uma região de ensejo maior à cooperação com os países lindeiros a este oceano, inclusive na área de defesa.

In the closing days of the 1982 Falklands War, Argentine forces successfully employed an improvised shore-based Exocet against HMS Glamorgan. The ship survived but was put out of action. 30 years later, the shadow of this half-forgotten incident looms large over East Asia, with shore-based anti-ship missiles being one of the asymmetrical technologies some voices are urging Taipei to adopt as a reaction to a worsening military balance in the Taiwan Strait. A key ethical and political issue is whether to deploy them in built-up areas, this being an essential difference between limited, and people's war.

The latest batch of papers released by the Margaret Thatcher Foundation includes two letters from her then Japanese counterpart, PM  Zenko Suzuki, dated 12 and 24 April 2013. They make interesting reading, illustrating the Japanese position in the Falklands conflict. While hoping that diplomacy would succeed, Tokyo was firm in rejecting the invasion. At that time Tokyo held a seat at the UN Security Council.  This short paper discusses the first of these letters and the wider Japanese posture in the war.

Este artigo procura explicar a estratégia geopolítica brasileira para o Atlântico Sul, desde 2000. Para isso, apresentam-se os contornos gerais da inserção internacional brasileira e das relações bilaterais e multilaterais do Brasil com países sul-atlânticos e potências extrarregionais. Também se trabalha com as políticas domésticas. Conclui-se que a estratégia brasileira é de caráter defensivo, visando
à proteção de sua soberania e integridade territorial.

This paper sought to explain the Brazilian geopolitical strategy for the South Atlantic since 2000. For this purpose, the general outlines of Brazil’s international insertion and Brazilian bilateral and multilateral relations with South Atlantic countries and extra-regional powers were presented. Domestic policies were also taken into consideration. In conclusion, the Brazilian strategy is defensive, aiming to protect its sovereignty and territorial integrity

Resumo: A conjuntura internacional relacionada com os espaços marítimos apresenta, ao final desta segunda década do século XXI, duas tendências: a crescente importância econômica e militar dos oceanos, e o incremento das tensões derivadas do processo de demarcação das fronteiras marítimas. Essas duas tendências se desenvolvem na moldura de uma importante mudança na segurança internacional que é o retorno da competição entre as grandes potências, anunciado oficialmente na Estratégia de Segurança Nacional dos EUA publicada em 2017. O retorno da política de poder e da competição entre as grandes potências incrementa a importância dos oceanos nas conceções estratégicas no sentido clássico, inclusive no que diz respeito à competição por recursos derivados do mar e o combate a ameaças como pirataria. Este artigo analisa essas tendências, relacionando-as, principalmente, com o Atlântico Sul. Nesse sentido, são apresentados inicialmente alguns conceitos, tais como o poder capacita-dor dos oceanos, poder marítimo e poder naval. Em seguida, são mostrados alguns dados que reafirmam a importância dos mares na globalização comercial e financeira mundial. O terceiro movimento apresenta as principais tensões relacionadas com os espaços marítimos. A quarta e última parte trata do papel do Atlântico Sul na globalização e na segurança e defesa. Abstract : At the end of the second decade of the XIX century, the international scenario related to maritime spaces is characterized by two trends: the increasing economic and military importance of the oceans, and the increasing tensions arising from the process of demarcation of maritime borders. These two trends have been developed within the framework of a major change in international security , which is the return of competition between the great powers, officially announced in the US National Security Strategy of 2017. The return of power politics and competition among the great powers increases the importance of the seas in the strategic conceptions in the classical sense, including the competition for maritime resources and the fight against threats such as piracy. This article analyses these trends, particularly as they related to the South Atlantic space. To do so, some concepts are initially presented, such as the enabling power of the oceans, maritime power and naval power. After this discussion, the article presents data that reaffirm the importance of the seas in the global commercial and financial globalization. The third section presents the main tensions related to maritime spaces. The fourth and last part deals with the role of the South Atlantic in globalization and security and defense.

Neste trabalho será feita uma análise do impacto da transição democrática do Regime Civil-Militar para a Nova República brasileira na atuação do Brasil para o Atlântico Sul, avaliando de que forma o processo de transição influenciou na proposta brasileira à ONU da formação de uma Zona de Paz e Cooperação no Atlântico Sul. Também serão avaliados aspectos das relações civis-militares na produção de políticas públicas voltadas ao Atlântico Sul e como se inseriram os atores domésticos nos debates sobre a inserção do tema do Atlântico Sul, no Brasil, tanto na política externa, como na política de defesa. O trabalho usa como recorte temporal o período pós-redemocratização, em um primeiro momento, além de perpassar pelos dois governos de Luiz Inácio Lula da Silva e Dilma Rousseff, devido aos avanços das discussões e práticas às questões referentes aos Atlântico Sul, principalmente com a retomada das reuniões da Zopacas. A metodologia que guia a pesquisa é a qualitativa analítica, tendo como método revisão bibliográfica sobre o tema em questão, a análise de documentos e projetos da Comissão de Relações Internacionais e Defesa da Câmara e Senado Federal, além dos documentos do Ministério da Defesa, como a Estratégia de Defesa Nacional e o Livro Branco de Defesa Nacional. Em síntese, com esse estudo, torna-se possível constatar como a temática do Atlântico Sul engendrou uma correlação da política externa e da política de defesa do Brasil, estando inclusive mais presentes no debate doméstico e, também, na produção de políticas públicas.

The aim of this monograph consists in analyzing the current security agendas of Brazil and the United States of America to South America and South Atlantic, both regions considered to be a priority to Brazilian national interests and part of the Brazilian strategic interest surrounding area. First we discuss the definition offered by the core national defense documents and the contemporary Brazilian strategic thinking to the concepts of Brazilian strategic interest surrounding area and immediate geopolitical surrounding area. The United States’ regional hegemony according to Mearsheimer (2001) and its implications for those regions are discussed next. We then analyze defense and foreign policy priorities from Brazil and the United States in those two areas. Moreover, the ambiguities resulting from the condition of the United States as an omnipresent interlocutor of Brazilian foreign policy, while also limiting the autonomy in the region and enabling Brazil to act as a security free-rider, are addressed throughout this monograph alongside the debate about Brazil’s regional role and international participation.

This dissertation refers to the Brazilian policy towards the South Atlantic in a historical perspective from 1930 until the XXI century. It uses the concept of international insertion paradigms as an analytical framework to better apprehend and delineate the object of study. Three paradigms are taken into account: developmentalist, neoliberal, and logistical. The first spans from 1930 until 1989, the second from 1990 until 2000, and the latter from 2000 until today. The question is, then, how have they been articulated and oriented Brazilian policy towards the South Atlantic. In order to answer this question, every chapter explains the paradigm, relays the history of the Brazilian international insertion during each period, and describes the respective politics and strategy of the country concerning the South Atlantic. The study finds that in the developmentalist period Brazil oriented its international insertion towards achieving development goals through an autonomous foreign policy and strong participation of the State. It comprised two moments: One in which Brazil sought an associate model of development and the other an independent one. This reflected on the country's South Atlantic policy. First the country prioritized relations with the United States for obtaining technology and capital for its naval industry and Navy, then it began to forge ties with African countries regardless of regime type and started to make its Navy more independent from the US Cold War strategy. Brazil fostered the creation of ZOPACAS after the Malvinas/Falklands War when South Atlantic countries noticed that they could not rely on the West to guarantee their security. In turn, the neoliberal international insertion implied an alignment with the US and the adhesion to international regimes, besides opening up the domestic market and deregulation of the economy. The research shows that Brazil reduced its South Atlantic policy to very low levels in the period: Relations with Africa sunk to a bare minimum, the Navy became obsolete, and the naval industry all but disappeared. The logistical paradigm reversed this trend. It implied a more realist foreign policy, according to which the Brazilian State pursues its national interests in synergy with the private sector in order to attain advanced technology and competitiveness. In the South Atlantic, this international insertion materialized in greater ties with African countries and South America while domestically the exploration of the Pré-Sal meant the revival of the naval industry and the implementation of strategic programs for the Navy, such as SisGAAz and PROSUB. The study concludes that both the developmental and logistical paradigms have carried forth national development projects to a greater or lesser extent and have autonomously pursued Brazil's interests in the South Atlantic. Conversely, the neoliberal paradigm belittled them despite some positive results such as CPLP's creation. The former represent a pragmatist international insertion oriented by the independent pursuit of the nation's interests — similar to the strategies of mature powers — and the latter is more dependent and ideological, inadequate to the weight of the country in the international system.

O objetivo deste trabalho é analisar as perspectivas e desafios para a projeção geopolítica brasileira no Atlântico Sul, na consolidação de laços e parcerias estratégicas com os países da África Austral e Ocidental. Tendo em vista, o conceito de “Entorno Estratégico Brasileiro” (Política Nacional de Defesa – PND, 2005) compreendendo a América do Sul, Atlântico Sul, e os “países lindeiros” da África (a África Austral e Ocidental), este artigo pretende realizar um recorte histórico da visão geopolítica brasileira para a região, desde as iniciativas da Política Externa Independente – PEI até as perspectivas atuais de aproximação com a África do Sul, e os países da PALOP – Países Africanos de Língua Oficial Portuguesa, além de outros parceiros importantes. Assim, discutir-se-á o papel de iniciativas como a “Cooperação Sul-Sul”, UNASUL, ZOPACAS e o fórum IBAS como mecanismos de fortalecimento dos laços estratégicos entre a América do Sul e a África Ocidental e Austral, sendo esta última uma “ponte” para a Índia. Por outro lado, analisar a presença anglo-americana no Atlântico Sul como uma sobreposição ao “Entorno Estratégico Brasileiro” e podendo servir de entrave na aproximação dos dois blocos regionais.

O artigo explora a revitalização da ZOPACAS na agenda de segurança  brasileira. Com base no conceito de security governance, argumenta-se  que apesar das ambições  brasileiras em  transformar o Atlântico Sul
em espaço  privilegiado para sua projeção internacional, a ZOPACAS padece de problemas de institucionalização, agravados pela falta  de  capacidades materiais e pela concorrência com as grandes potências presentes na região.

The article explores the revitalization of the ZOPACAS mechanism in the
Brazilian security agenda. Based on the concept of security  governance,  it is argued that despite Brazilian ambitions of transformin the South
Atlantic into a privileged space for its international projection, ZOPACAS  suffers from problems of institutionalization, aggravated by the lack of  material  capacity andbthe competition with the major powers acting in the region.

O trabalho trata da política brasileira para o Atlântico Sul em uma perspectiva histórica de 1930 em diante. Usa-se o conceito de paradigmas de inserção internacional para melhor delinear e analisar o objeto de estudo. Três paradigmas são levados em conta: desenvolvimentista (1930–1989), neoliberal (1990–2000) e logístico (2000–2015). A pergunta é de como eles foram articulados e orientaram a política do Brasil para o Atlântico Sul. Primeiramente há uma descrição dos paradigmas e sua evolução. Em um segundo momento, realizam-se a descrição e análise das políticas brasileiras para o espaço sul-atlântico de acordo com os paradigmas. Evidencia-se que tanto o paradigma logístico quanto o desenvolvimentistas levaram adiante projetos de desenvolvimento nacional em maior ou menor grau e defenderam autonomamente os interesses do Brasil no Atlântico Sul. Em contraste, o paradigma neoliberal diminuiu a importância desses objetivos, ainda que haja resultados positivos, tais como a criação da CPLP. Os primeiros representam uma inserção internacional pragmática e independente, voltada para os interesses nacionais brasileiros, e o segundo caracteriza-se por um marcado componente ideológico e dependente.

RESUMO
A nova estratégia internacional definida na Política Nacional de Defesa (PND) e na Estratégia Nacional de Defesa de 2012, o governo brasileiro apresenta um conceito novo na história brasileira: o entorno estratégico. Este é interpretado como regiões onde o Brasil quer irradiar a sua influência e liderança diplomática, econômica e militar, a saber: a América do Sul, a África subsaariana, a Antártida e a Bacia do Atlântico Sul. Isto posto, a proposta deste trabalho foi apresentar uma análise geopolítica para estabelecer uma estratégia a fim de que o país tenha condições de contestar quaisquer ações externas que inibam esta projeção. O resultado apontou que a atenção deve ser dirigida ao Atlântico Sul, pois sendo uma via de transporte e comunicação com a África, representa fundamentalmente um espaço decisivo para a defesa e a segurança dos países ribeirinhos, dos dois lados do Atlântico. O aspecto estratégico tem o seu peso aumentado devido aos impactos da descoberta das reservas do pré-sal bem como a presença das grandes potências na região, a saber: França, Grã Bretanha e os Estados Unidos. Para atendermos a este interesse há que mantermos uma política externa mais constante, e sem as bruscas oscilações que ocorreram ao longo das décadas, em que mudou os seus objetivos e estratégias. Este comportamento oscilante impediu que se consolidasse uma política estratégica em direção à África subsaariana, pois ela representa um dos eixos importantes da política externa brasileira no que diz respeito ao desenvolvimento da Cooperação Sul-Sul. ABSTRACT

The new international strategy outlined in the National Defense Plan (NDP) and the National Defense Strategy 2012, the Brazilian government introduced a new concept in Brazilian history: the strategic environment. This is interpreted as regions where Brazil wants to radiate their influence and diplomatic leadership, economic and military, such as South America, sub-Saharan Africa, Antarctica and the South Atlantic Basin. That said, the purpose of this study was to present a geopolitical analysis to establish a strategy to ensure that the country is able to contest any external actions that inhibit this projection. The result showed that our attention is directed to the South Atlantic, for means of transportation and communication with Africa, represents a fundamentally critical space to the defense and security of the riparian countries on both sides of the Atlantic. A brief comparative look at the two territorial disputes, following the 2012 visit by four Japanese citizens to one of the Senkaku Islands and ensuing outburst of tensions between Tokyo and Beijing. We can observe some similarities and also differences between the South Atlantic and the East China Sea, including a degree of uncertainty concerning the US posture.

Este artículo analiza el impacto de las acciones marítimas de la República Popular China, la Federación Rusa y la República de India en el Atlántico Sur. En el contexto de una renovada competencia estratégica a nivel global, las dinámicas en los órdenes marítimos de seguridad regional están condicionadas por la evolución de conflictos regionales y la intervención de potencias extrarregionales. El Atlántico Sur ha sido un espacio de inestabilidad restringida en las primeras tres décadas posteriores al fin de la Guerra Fría ya que combinó la desaparición de la principal potencia no-occidental (Unión Soviética) con permanencia de un conflicto explícito por la soberanía de las Islas Malvinas, Georgias del Sur, Sándwich del Sur y aguas circundantes, entre la Argentina y el Reino Unido, además del ascenso de amenazas no tradicionales en las costas de África Occidental. Sin embargo, el Atlántico Sur ha sido testigo en los últimos años de un mayor activismo por parte de una serie de potencias navales no-tradicionales que plantean dudas e interrogantes en torno a la naturaleza de las dinámicas regionales. El principal argumento es que, si bien hay un creciente activismo de las potencias euroasiáticas, difícilmente puedan afectar las dinámicas presentes en el Atlántico Sur (con excepción de las actividades chinas en la costa africana).

In this chapter, I argue that a better and clear comprehension on the characteristics, causes and consequences of African conflicts, are a necessary condition for an effective understanding on current and future dynamics of South Atlantic security. Any possibility of South Atlantic regional maritime governance has its odds shaken by the recurrence and scale of the wars in Africa. Moreover, what is most striking, the blurred view of African conflicts, their political, institutional and regional basis, are a basic cause for the incomprehension of their systemic causes and for bringing about more sustainable responses, in land or sea. In order to contribute to overcoming this challenge, I tried to organize the secondary literature that approaches Africa wars and contrast them with the empirical research I have produced in the last eleven years. This includes assessment of documents and databases obtained in Brazil and in field research in southern Africa (South Africa, Mozambique and Zimbabwe) in two occasions, in 2011 and 2013. Based on this theoretical and empirical research, I sustain, in opposition to many popular accounts, that the prevailing wars on the African continent and its notorious complexity and irregularity constitute a security triad. This triad involves, in a relatively integrated way, the increasingly significant presence of irregular groups and non-state actors in armed conflicts; the permanence of proxy warfare and significant inter-state rivalries; and regionalized conflicts capable of articulating regional systems. Their more systemic causes and effects are related to the process of state-building in the continent and its interaction with regional transformations and extra-regional penetration, and more effective responses need to be related to state self-strengthening reforms and regional involvement. Such understanding can bring important lessons for the maritime security of the African Atlantic coast, particularly in understanding the central roles of African regional organizations (ECOWAS, SADC, GGC).

This edited volume focuses on the South Atlantic regional and national issues with maritime implications: naval policy, security, transnational organized crime, and Europe's legacy and current influence. The work analyzes the positions in favor and against NATO’s extended role in the South Atlantic, the historical and current issues related to the Falklands War, the African national deficits, and initiatives to attend the regional maritime problems. Including contributions from Angolan, Brazilian, Senegalese, and US collaborators, the volume offers eclectic conceptual frameworks, rich historical backgrounds, updated data, original analysis models, and policy recommendations.

Na última década, o Brasil aumentou visivelmente sua presença no vetor Atlântico Sul. Esse crescimento foi percebido, tanto pela academia quanto pela diplomacia pátria, como resultado da elevação do perfil internacional do país na geopolítica global, por meio do aumento da cooperação internacional, elevação do comércio regional e maior da presença diplomática brasileira nesse espaço estratégico. Esse paper propõe-se a comparar os avanços da política externa brasileira na África vis-á-vis o crescimento da presença de outros atores internacionais na região, no período de 2002-2015. Ao analisar alguns indicadores sobre a performance regional brasileira em relação ao comércio, diplomacia e cooperação em defesa, os resultados iniciais dessa comparação demonstram que o crescimento brasileiro na África acompanhou uma tendência geral seguida por outros países, emergentes e desenvolvidos, que também aumentaram significativamente sua presença no continente africano. Assim, o novo rol da diplomacia brasileira na África é menos surpreendente e menos diferenciado do que análises anteriores sugeriram. De acordo com os resultados iniciais da pesquisa, seria necessário revisar a bibliografia corrente sobre o papel brasileiro na África, de modo a precisar, empiricamente, os limites e os desafios da inserção do país nessa região fundamental para as ambições da diplomacia brasileira.

Brazil’s recent inroads towards Africa reflect one façade of the country’s greater aspirations. Ranging from technical cooperation projects and a push for dynamic commercial relations to the promotion of inter-regional dialogues, Brazil’s presence in Africa also comprises initiatives in the security realm. Not receiving matching attention, endeavors in the security domain reveal Brazil’s aspiration of building the South Atlantic as a region in which South America and Africa can foster common ground, preclude extra-regional powers, secure maritime resources and develop naval defense industry. Amidst this background, I argue Brazil engaged in securitization practices in order to promote shared understandings and cooperation in both sides of the South Atlantic. In this work, I confront bilateral cooperation projects with African partners with the recent multilateral revitalization of the Zone of Peace and Cooperation of the South Atlantic (ZOPACAS) in order to attest to which extent Brazil was able to succeed in region-building practices and could conform a coherent grand strategy. The conclusion confirms the existence of a disconnection between the bilateral and multilateral dimensions of Brazil’s engagements, which undermines the region-building process and minimizes the ability of this country to act in the South Atlantic.

Este artículo examina la creciente preocupación de la comunidad internacional por las nuevas dinámicas de seguridad que se están gestando en el Atlántico Sur y el potencial ascenso de esta área en la agenda internacional de seguridad. Sobre la base de viejas y nuevas amenazas con el telón de fondo del interés manifestado por países como Brasil y Estados Unidos hacia esta área específica, y haciendo hincapié en los intereses político-estratégicos de estos dos países en África, este texto ofrece una visión pertinente del contexto actual de seguridad, desde las posibilidades de competir a las oportunidades de cooperar entre todos los actores políticos involucrados.

Since NATO’s changing role and identity has been one of the most striking features of the post-Cold War era, it is necessary to consider how rising powers perceive and react to this ongoing transformation. This article addresses a relevant gap in the literature: how, and why, Brazil’s reactions to NATO have changed since the first Workers Party-led government began in 2003. We argue that, over the past decade, the Brazilian ruling elites have expressed greater misgivings about NATO due to three interrelated factors. First, they view NATO's post-Cold War broadening of its own mandate—both in terms of interventions and with respect to the geographic scope of its action—as contradicting the principle of non-interference that Brazilian foreign policy has historically upheld.  This is particularly problematic to Brazil because its policy elites believe that, in carrying out interventions outside of the UN system, NATO helps to delegitimize the multilateral regime, precisely at a time when Brazil has renewed its calls for reform of the UN Security Council (including its own bid for a permanent seat). Second, Brazil has sought to minimize the role of NATO within its own region—not only in South America, but also in the South Atlantic, which has acquired unprecedented importance in Brazil’s new defense policy.  And third, Brazilian policy elites believe that NATO’s strategy of forming partnerships outside its region runs the risk of undermining solidarity and exacerbating political rifts within South America. These concerns help to explain the dual nature of Brazil's recent behavior with respect to NATO: even as Brazil has cooperated with the organization’s individual members, including in military affairs, it has also distanced itself from NATO as a collective body.

Far from being ‘naturally’ delineated by geography or bound solely through shared culture, regions are actively constructed by states and other actors pursuing specific interests. In this article, we analyse the region-building efforts of two rising powers – Brazil and India – as they work to project power and enhance their influence within the Atlantic and Indian oceans, respectively. Through a comparison of their behaviours within their maritime spaces – including naval build-up, international cooperation, and efforts to revive institutions such as ZOPACAS and IOR-ARC – we argue that Brazil and India are paying increasing attention to oceanic rims, albeit for somewhat disparate reasons. While India is increasingly concerned with the role of China within the Indian Ocean, for which it has had to rely on US support, Brazil is primarily driven to protect its oil and to minimise the role of the US and NATO in the South Atlantic. In both spaces, however, the rise of so-called non-traditional threats, including piracy, has further motivated these states' maritime power strategies. The analysis suggests that, within the context of the post-Cold War period, rising powers have begun redefining their strategic regions in terms of their maritime perimeters as a way to project power and influence beyond their continental vicinities.

Faced with signi fi cant changes to the economic and strategic
scenario in the South Atlantic over the past decade, the region ’ s
two major powers – Brazil and South Africa – have taken
divergent approaches to policymaking for the maritime sphere.
Whereas Brazil has, in essence, transferred its terrestrial security
policy to the oceans and maintains a state-based deterrent
approach, South Africa has invested heavily in governance-based
approaches at the national, regional and international levels.
While results have been limited on both sides due to the South
Atlantic ’ s subordinate status, this contribution argues that South
Africa ’ s approach has been signi fi cantly more successful in
attaining both national (and regional) goals and providing policy
solutions for the South Atlantic Ocean as a whole.
