Since the overthrow of Saddam Hussein in 2003, Iraq has been in need of a new education system that reestablishes the country to its former prominent seat as a center of learning. Due to the wars with neighboring countries as well as the Gulf War, the Hussein regime severely reduced the country’s education budget to support war efforts. Re-energizing the country’s educational system will require a clearly defined curriculum with performance standards, supported by newly defined sociocultural values that creates a framework towards building successful schools. Considering Iraq’s need to adopt a world policy model in reforming the country’s various infrastructures, the Iraq Ministry of Education must also establish a more efficient and effective accountability system.

Abstract. References to other scholars’ work is an important component of research writing, and one which requires careful attention in order to convey the writer’s stance toward the reported propositions and their relationship to each other and to the writer’s own work. Second language writers often find it difficult to master the skill of selecting appropriate forms for reporting verbs, and this is an area in which English for Academic Purposes (EAP) materials and teachers are called upon to provide guidance. However, accounts of reporting verb usage have demonstrated that this is a complex area, and simple prescriptions or proscriptions are not sufficient: appropriate choices are dependent on the relationship between form and function, both locally and globally in the citing text. The present paper extends the existing research literature on reporting verbs by examining some of the factors which guide the citing writer’s choices. Implications for the EAP classroom are also taken up.

U istraživanju se koristi kvalitativni pristup i u istraživanju je korištena analitička metoda.Rad donosi analizu razlika među načinima dvaju stilova i njihovih dvaju načina navođenja izvora i referenci. Rezultati istaživanja su predstavljeni tabelarno. Istraživanje donosi opće upotrebne odrednice čikago standarda i stila cititanja naučno-istraživačkih radova za humanističke, prirodne, sociološke, sportske i psihološke nauke.

Abstract:

This article, written for the Polygraph Journal, is a condensed compilation of a germinal study that provided current successful methods for obtaining confessions during interrogations. The foundation of the study derived from active-duty police detectives that illustrated methods they used to gain confessions from suspects in criminal cases. The study also provided a literature review of past practices of renowned interrogation techniques that collaborated with oral interviews with police investigators from selective east coast and west coast law enforcement agencies.

In the last century a great progress was noted in all scientific disciplines. With the increasing number of scientific research, researchers and investment, the number of publications has grown exponentially. Besides, the development of information technologies and the emergence of the Internet, communication between scientists as well as the traditional roles assigned to the institutions responsible for information processing and provision has been changed. Due to the rapidly increasing subscription rates, libraries, although the primary participants in the scholarly communication process, lose their ability to meet user information needs. In order to overcome commercialization of scholarly publishing, libraries intensify use of different electronic resources, coordinate acquisition policy and form consortia. In November 2001, leading research libraries in Serbia launched an initiative to form the Consortium for Coordinated Acquisition of Serbian Libraries (KoBSON). Subscribed services, funded by the Ministry of Science and Technological Development of Serbia, currently include over 35,000 scientific journals, about 40,000 books and several citation databases. In the field of Dentistry, Oral Surgery and Medicine, 73.4% of total number of the most relevant dental journals is available in electronic form to Serbian academic community. This article presents a comprehensive overview of basic information about available journals: impact factor, productivity, publication continuity and frequency, language, services that they are available through, size of archives and existing formats. At present Serbian academic institutions have access to more than two thirds of the world's most relevant dental journals, which justifies the Consortium founders' initial idea of wide accessibility of scientific information and requires greater involvement of librarians in introducing available services to researchers in order to ensure their full utilization.

Caesalpinia bonduc L. is an important medicinal plant threatened by overexploitation. In the present study, the impact of climate on seed morphology, germination capacity, seedling, and plant growth of C. bonduc were evaluated. A total of 2000 seeds were collected in Sudanian and Guinean climate zones of Africa and their length, width, thickness, weight and color were recorded. A hierarchical classification and canonical discriminant analysis were applied to the above traits of seeds from the different climatic zones. An analysis of variance with repeated measures was applied to seeds morphotypes identified by the hierarchical classification to test for the effect of these morphotypes on seed germination, seedling and plant growth. Hierarchical classification helped to identify four seed morphotypes. Canonical discriminant analysis performed on these morphotypes revealed highly significant differences. Morphotypes 1 and 3 comprised green seeds mainly from the Sudanian zone while morphotypes 2 and 4 gathered grey seeds mainly from Guinean zone. Morphotype 3 had the longest seeds while the shortest seeds were from morphotype 1. The heaviest seeds were found in morphotype 4 whereas the lightest ones were from morphotype 1. Seeds of morphotype 4 were the thickest and widest, while the slimmest and most narrow ones were grouped in morphotype 1. Morphotype 3, consisting of large green seeds mainly from Sudanian zone, was superior in terms of seedling and plant growth among all morphotypes and should be the best choice for planting purposes of the species.

These commemorative notes on the fiftieth anniversary of Caribbean Studies are an initial endeavor to discuss academic journals published by universities in the Caribbean region. The first part deals with the development of higher education institutions and the creation of university-based academic journals in the Hispanic-and English-speaking Caribbean. The next section addresses the development of the first academic journals with a regional perspective-Caribbean Quarterly and Social and Economic Studies-until their becoming peer-reviewed journals. In the third part, the article centers on the origin and development of Caribbean Studies, including also a bibliometric analysis of several aspects, such as the the origin of authors, fields of study, and others. The essay closes with a rapid view of the present panorama of journals dedicated to the Caribbean and with a brief conclusion.

Introduction For a long time, The Institute for Scientific Information (ISI, now Thomson Scientific, Philadelphia, US) citation databases, available online through the Web of Science (WoS), had an unique position among bibliographic databases. The emergence of new citation databases, such as Scopus and Google Scholar (GS), call in question the dominance of WoS and the accuracy of bibliometric and citation studies exclusively based on WoS data. The aim of this study was to determine whether there were significant differences in the received citation counts for Serbian Dental Journal (SDJ) found in WoS and Scopus databases, or whether GS results differed significantly from those obtained by WoS and Scopus, and whether GS could be an adequate qualitative alternative for commercial databases in the impact assessment of this journal.

Introduction Serbian Dental Journal (SDJ) is a major source of formal communication for dentists in this region. The purpose of this bibliometric study was to examine articles published in SDJ in period 2002-2009, in reference to journal productivity and nature of authorships, citation patterns, most frequently cited scientific journals and the role of self-citations. Material and Methods Bibliographic data, as well as metadata for all articles were taken from the Serbian national citation index SCIndeks. Bibliometric analysis of source articles included the number and type of article, author characteristics and cited literature. For each citation the following data was recorded: author(s), article title, journal title, monographic title, publication type, publication year and language. Results In this period 193 articles were published and most of them were original research articles. In this period a total of 314 national and international authors cooperated, responsible for 538 authorships. The mean number of authors per article was 2.8. Most cited items in terms of publication type were journal articles (83.5 %), while the most frequently cited journals were just those most relevant in the field of dentistry. Results also indicate that the age of the cited literature is below the norm for medical literature. Conclusion Obtained numerical indicators do not differ significantly when compared to other scientific and professional journals. However, it can be concluded that it is necessary to increase journal productivity and self-citation rate, as well as citation of current literature, up to five years old. This analysis allows evaluating patterns of scientific communication among dentists in this region, as well as journal's current management strategies in order to define useful future directions for the inclusion into the international system of scientific information exchange. This research arises from the interest in learning about the cultural differences in the use of citation of writers in the genre of master´s thesis writing. The citations are an essential element within the academic writing and play different rhetorical functions in each of the parts of academic work that help define its structure. Quantitative and qualitative methodologies were used to study this phenomenon. The results gathered in the research show that the differences between the theses studied in the Spanish group and in the Filipino group indicate general trends. They are evident both in quantitative form and in content. The highest number of citations and the greater length of the introductory and the concluding sections in the Filipino group evidently demonstrate a disparity in the rhetorical structure of the master´s thesis in both cultural conventions. Such difference is corroborated by the use of different rhetorical functions within the said two sections, reflecting therefore their distinct approaches to these two particular sections of academic work.

This article analyzes the correlation between the use of functions of citations and the organizational structure of the Introduction section of a corpus of sixteen (16) master´s theses written in Spanish in the field of Applied Linguistics by native and non-native writers. The quantitative and qualitative analysis in this study arises from the model proposed by Carbonell-Olivares et al. (2009) which aims to define the organization of the Introduction section of the doctoral thesis in Spanish and the classification of the functions of citations made by Sánchez Jiménez (2011). The research results show that there is a direct relationship between the use of citations and rhetorical organization of the master´s thesis. On the other hand, it is indicated that the formal instruction received by Filipino students makes a significant difference both in the order of the Introduction section and in the quantity and variety (AT, AP, REF, DE, EN, COMP, EJ) of the citations used in comparison with the Spanish group (AT, AP, REF, EV). Moreover, the Introduction´s structure demonstrates that the Filipino writers put more emphasis on the contextualization of their study (M1) while the Spanish group highlights the presentation of their research (M3) that precedes the Introduction section.

La proliferación de recursos electrónicos, los avances tecnológicos e internet ha llevado a un cambio dramático en las operaciones de las bibliotecas, casas editoriales y agentes de suscripciones. Sin duda las unidades de información utilizan a los agentes de suscripción para concentrar pedidos, facturas y pagos. El agente, a su vez, paga directamente al editor en nombre de varias unidades de información para que los clientes/ bibliotecas cuenten con la información solicitada. En este trabajo, se describen las características y expectativas de las publicaciones periódicas electrónicas además de sus ventajas frente al impreso. Se menciona a los proveedores de in-formación. Se analiza el rol del agente de suscripciones en el ambiente digital, lo que incluye el proceso de la gestión del acceso a las revistas electrónicas. Se mencionan los tipos de suscripciones, costos y los sistemas de validación.
Abstract The proliferation of electronic resources, technological advances and the Internet has led to a dramatic change in the operations of libraries, publishers and subscription agents. The libraries used agents to concentrate subscription orders, invoices and payments. The agent paid directly to the publisher on behalf of multiple libraries so that customers have the information requested.This paper mentions the main characteristics and expectation of electronic journals and their advantages over the printed journals. The role of the subscription agent is analyzed in the digital environment , which includes the process of managing access to electronic journals. We describe the main types of information providers, also how subscriptions are offered and validation systems for access to the e-journal.

This study was conducted at the College of Agricultural Studies, Sudan University of Science and Technology Farm to evaluate the residual effect of the recommended dose of Sevin, a carbamate insecticide, and Malathion, an organophosphate insecticide, on the growth of jews mallow and soil. Two doses of each insecticide (recommended 1.9kg/ha and higher 2.8kg/ha, respectively) in addition to a control without pesticide were used in two separate experiments. The experimental units were in completely randomized design with four replications. The parameters measured were (plant height, leaf area, root length and shoot fresh and dry weight) for jews mallow growth and pH, total nitrogen, extractable phosphorus and electric conductivity (Ece.) of the soil. The result showed that, the recommended dose of both pesticides (Sevin and Malathion) has significant positive effect on all growth parameters. The recommended dose gave the highest plants (72 and 76cm), leaf area (171.7and 220 cm2) and shoot fresh and dry weight (7.3, 2.2, 7.4 and 2.7g) compared to the control or the highest dose for Sevin and Malathion , respectively. The total nitrogen percentage was significantly affected by both
pesticides. The soil pH and electric conductivity (Ece.) were not significantly affected.

Background: The Meeting of the Minds graduate student journal is edited primarily by students from our Masters programme. This means that our editorial board is subject to high annual turnover and that our technological infrastructure and workflow needed to be easy to train for, accommodate differing levels of technological skill and editorial interest, and provide archiving that did not require a continuing interest in the journal by future generations of students.
Analysis: This article provides a detailed and comparative account of the " off-the-shelf " systems and software used in developing the journal with an explanation of the rationale behind our choices.
Conclusion and implications: The choices we made can be adopted by other journals interested in a low-cost, " future-proof " approach to developing a publishing infrastructure.

In 2011, the government of the Republic of Benin decided the free malaria cases management for pregnant women and children under 5 years. Started in November 2011, this initiative helped to ensure a free malaria cases management of 48574 cases of uncomplicated malaria in 2012 for children
less than 5 years and 6888 for pregnant women. Similarly 77% of health centers are actually implementing the initiative and 96% of health centers have been reimbursed at least once.

A book review is a multifaceted critical analysis of a book and an evaluation on the quality, value/meaning, significance, and contribution of the book to its own subject/field. It is not a report, summary, or advertisement, rather it is a serious scholarly work. Book reviews have certain functions such as, for academics, being aware of the recently published books and saving time by getting an idea about those publications through reading experts' evaluations about their significance, value, and contributions; for publishers, finding an opportunity for a kind of advertisement of their publications that mostly remain to a limited environment like academia; for authors, receiving a feedback about their books to enable them to improve them in future editions. Although there is not only one right method for book reviews, because they are personal and reflect the reviewer's personal ideas and remarks, this note makes suggestions on how to compose an ideal book review after providing a brief description of the nature of book reviews and includes some relevant technical notes hoping to be a helpful guide for those who want to write a book review.

Scholarship is that process of becoming familiar with, ordering, and acknowledging the thinking of earlier workers in a particular line of inquiry. It can easily become a lifetime task. The process is obviously valuable. Subduing the arrogance of an ignorant mind (especially one's own) is very healthy. Analysis of 1,842 coded citations gleaned from 30 education dissertations awarded in 2000 from 3 institutions in the United States revealed that journal articles, at 45%, were cited most frequently, followed by monographs (33.9%) and "other" (18.3%), with magazines and Web sites contributing less than 2% each of the total material types cited. The study examined 858 journal and magazine citations, which were found in 239 unique titles. A relatively small number of journals contained a high percentage of the references found in the dissertations analyzed. Based on a design by D. Kohl and L. Wilson (1986), dissertation citations were also scored for scholarliness, currency, and appropriateness of format, and scores on the three criteria were averaged to arrive at a quality rating. Results of interinstitutional comparisons revealed a significant amount of variation and were considered in conjunction with institutional characteristics and published criteria for quality bibliographies. The data suggest that the assumption of doctoral student expertise in their use of the scholarly literature may be overstated and should be examined in relation to their preparation for professional status. For purposes of developing a library's research collection, a core list of titles, generated on the basis of multiple, rather than single, institutional analysis is indicated. This paper discusses the technical infrastructure and production workflow for the University of Lethbridge Meeting of the Minds Graduate Journal. This infrastructure was designed for an editorial board that anticipated high annual turnover: very easy to understand and train for, able to accommodate differing levels of interest and commitment from year to year, and be “publish and forget”: the long term preservation and discoverability of articles published by the journal had to be ensured regardless of future generations of students’s willingness to support the journal.
