BASIS OF THE POLICIES & PROGRAMS

DILG uses the regional and provincial summary data as a
basis to better anticipate the making of policies that would
benefit the entire population; this is done through a
population and units (barangays, provinces, cities, etc.) count
per region.
would provide basis for:
- number of police stations to be put up in a region
- what and how many materials for disaster risk
management are needed in a region
- which region is the most disadvantaged/populated/
prone to disasters and etc.

BASIS OF THE POLICIES & PROGRAMS

Data as of December 31, 2017: (population count updated)
TIME CONSIDERED IN POLICY MAKING
In using past as a reference for progress
- decades or a few years
- Year-end reports
- Ensuring and monitoring progress and accomplishments
every year
- Comparing this year to last year
- Relating policies to President’s SONA
TIME CONSIDERED IN POLICY MAKING
Using the future as a reference for policy making
For the short term:
- Creating infrastructure, purchasing equipment, etc.
- Projects in Performance Challenge Fund (PCF) with actual
start dates but without proposed end dates
- Non-time-bound objectives; no specific deadline
Points where they address possible issues in the future:
- Local Governance Performance Management System
(LGPMS)
- Preparing LGUs for possible disasters and
calamities
More on maintaining rather than projecting possible issues
SOCIOCULTURAL CONTEXT
Rather than considering the sociocultural context, the agency
focuses on the social standing of municipalities and provide
them programs that can uplift their status such as Sagana
Tubig at Ligtas na sa Lahat (SALINTUBIG) that provide water
supply systems for waterless municipalities and Assistance to
Disadvantaged Municipalities that provides financial subsidy
to municipalities for the implementation of their programs and
projects and in bringing basic services to their people.

SOCIOCULTURAL CONTEXT
Although DILG conducted projects that somehow considered
the sociocultural context of the town such as training local
fishermen from Bacolod City to be coastal warriors, it is still not
enough and the agency should think more of integrating the
sociocultural context of municipalities and taking advantage of
their cultural context in making programs and projects that aims
to uplift the financial standing of municipalities instead of just
giving local government units monetary funds.

RECOMMENDATIONS
Scientific and historical data
- Coordinating with Philippines Statistics Authority regarding
poverty incidences among Filipinos in each municipality
- Basis for project funds, building infrastructures, etc.
- Instead of looking for more scientific and historical data
which they will use, the agency needs a better and
effective policy making body that will address actual
problems and provide proper and concrete solutions.

RECOMMENDATIONS
For more effective policies and programs
- Finds ways on how to communicate effectively with the
public
- By holding monthly meetings with LGUs, as well as
conducting barangay-level surveys, DILG would have a
better idea on what the public really needs. Root causes
behind the problems that the community experiences can
also be determined.
