PT. JEL HSE Emergency Response Training Preparation

PTJEL/SCBD Environmental Emergency Response - Spill (Scenario)

1. Introduction
The training was carried out in accordance with PT. JEL. The main objective is to
determine the level of operational readiness and to determine the roles and
responsibilities of the Emergency Response Team (ERT) and prevent spills to the
point where it is hazardous to humans and the environment. Existing communication
lines are checked and response times, area controls, handling and recovery times,
etc. are all evaluated.

2. Date & Time:

3. Purpose:
• To ensure the safety of all PT. JEL in dealing with cases of environmental ambush
• To make a systematic, safe and orderly Emergency Response Plan in the
environmental field
• To ensure proper and prompt notification of emergency conditions when spills
occur in the work area.
• To find out the readiness of facilities and infrastructure in facing spill
• To increase individual responsibility in handling spill emergency cases / situations
and observing aspects of personnel actions on the spot.
• To prepare and observe an ERT for handling spills and assessing the response time
of personnel
• To ensure that all personnel on site can carry out procedures for handling spills.

4. Scenario:
On April 2, 2020 there was an incident involving drums filled with fuel. The drum
spilled in front of the Warehouse 1 Laydown 9 area when the Electric team was
going to distribute 400 Liter of diesel fuel to the Generator 400 kVA using pickup car
transportation. The supervisor in the field informs the field coordinator about the
fuel spill incident. Field coordinators in the area immediately contacted the HSE
Manager and reported incidents of fuel spills. Based on information received, Site
Manager has instructed to respond to these fuel spills.
Precautions are as follows:
1. HSES Manager / Site Manager activates emergency response alarms.
2. Area Managers / Area Supervisors ensure that environmental emergency response
is carried out safely.
3. The area manager / area supervisor ensures that all personnel involved in the
incident immediately move away from the scene and go to the designated gathering
point
4. The field command ensures and directs the emergency response team to clean up
fuel spills and waste disposal appropriately.
5. Assign recording staff to document data and activities.

5. Spill Emergency Response Method


1. Ensure that hazards are controlled before carrying out hazardous spill handling
work
2. Use personal protective equipment (helmets, goggles, gloves, masks and safety
shoes). Make sure it is installed properly and not easily detached.
3. Check the equipment used in spill handling: Spades, drums / empty packaging,
emergency spill kits (Absorbent paper, Wood dust)
4. The supervisor / person in charge of the area immediately reports to the ERT if a
large spill / splash occurs according to the PT. JEL
5. Personnel who know the first time asking for help other personnel to come to help
with handling.
6. Identify the types, hazardous sources, hazards and their handling through MSDS
(Material Safety Data Sheet)
7. Stop the spill source by covering the spill source with a cloth / absorbent paper /
pad or wood or whatever so that the spill stops flowing. This can be done if no fire
hazard arises
8. Do spill isolation by blocking the flow of spills / spills so it doesn't expand. Isolation
can be done by making embankments from the ground to isolate the distribution
of spills, trenching, spreading wood dust / absorbent granules, making barricades
or closing the valve of the embankment if any. Weir in the direction of the flow
into the ditch or water channel so as not to enter the channel ditch
9. Give adequate containers to the source of the spill so that spills and spills are not
widespread.
10. Perform cleaning / handling according to instructions on MSDS. Use equipment
such as shovels, contaminated material storage drums / trash bags and
emergency spill kits to clean up Fuel spills.
11. Store material contaminated by fuel spills in containers / packaging / drums for
later storage in hazardous waste storage.
12. Record the amount of waste that enters hazardous waste storage using waste log
book form
13. Carry out the work until the hazardous contaminated area is clean
14. The investigation report is made and submitted no later than 3 days after the
incident in accordance with the Incident Reporting and Investigation procedures.

a) Emergency response and evacuation will be activated by PT. JEL HSE Manager
b) Each Manager calculates members at the gathering point and reports member
status to the Admin section.
c) Report to the SCBD Manager conducted by PT. JEL Site Manager
