1.5 Conclusion and Recommendation

I have investigated the water seepage at the concerned premises, determined and supervised the carrying
out of appropriate tests and vetted the test results. Based on the inspection and investigation findings,
test results and analysis, I have summarised the source(s) of water seepage, my observations, conclusion
and recommended follow-up action in Section 3 of this report. Witness Statements prepared and duly
signed by the Technical Officer and the Professional Officer conducting the investigation and tests are
provided in Section 8.1 and 8.2 of this report.

3.2 Detailed investigation

1 Tests, observations and result analysis on the following prescribed aspects in identifying the
source(s) of seepage:

A. Possibility of drainage leakage:


i) Tests conducted: Colour Water Tests (CWT) to all sanitary fitments and drainage
outlets were carried out by HI(RJO)K9 on 10/2/2021.
ii) Observations: Neither colour dye nor dye with fluorescent effect under UV light
was observed at the ceiling of bathroom, ceiling and wall of living
room & ceiling and wall of bedroom on 26/5/2021; result negative.
iii) Conclusion: Leakage of the drainage pipe was ruled out.

B. Possibility of water supply pipe (fresh water/ flushing water) leakage:


i) Tests conducted: MC monitoring on 26/5/2021 & 17/7/2021.
ii) Observations: MC reading was not consistently high and no continuous dripping
was observed. Therefore, RPT was unnecessary to be carried out.
iii) Conclusion: Water seepage caused by water supply leakage was ruled out.

C. Possibility of rain water seepage from building envelope (external wall & roof):
i) Tests conducted: MC monitoring on 26/5/2021 & 17/7/2021.
ii) Observations: MC reading for prolonged sunny days were not available, therefore,
rainwater penetration was uncertain.

iii) Conclusion: Infiltration from building envelope was uncertain.

D. Seepage from floor slab, non-proprietary shower area/ roof:


i) Tests conducted: On 26/5/2021
1. BS ponding test on the floor slab of bathroom for 1 hour.
2. FS ponding test on the shower area for 1 hour and FS
spraying test to the enclosing walls of the shower area by
using electrical pressure sprayer at least 1.5 meter high from
the floor level for not less than 15 minutes.
ii) Observations: Neither colour dyes were noted at ceiling of bathroom, ceiling and
wall of living room & ceiling of bedroom of Affected Premises on.
Result negative.
iii) Conclusion: Seepage caused by the above-mentioned were ruled out

E. Seepage from enclosing walls of bathtub/ shower tray (proprietary product):


i) Tests conducted: N/A
ii) Observations: N/A

8. Witness Statement
8.1 Witness Statement (I)
Assignment No.: 5OJ132/2021/KT/112

I, Li Hin Chun have been appointed as Technical Officer of Pioneer management Limited since 2021.
My duty is responsible for carrying out investigation of water seepage complaint.

On 26/5/2021, I inspected the premises known as Room 6, 19/F, Block M, Amoy Gardens, Kwun Tong,
Kowloon, the readings of moisture content at the ceiling and wall of bedroom were 35% or above
except ceiling and wall of living room, ceiling of bathroom.

On 26/5/2021, I investigated and carried out the required tests in the premises known as Room 6, 20/F,
Block M, Amoy Gardens, Kwun Tong, Kowloon. The tests were carried out as follows:-

1. BS ponding test on the floor slab of bathroom for 1 hour.


2. FS ponding test on the shower area for 1 hour and FS spraying test to the enclosing walls of the
shower area by using electrical pressure sprayer at least 1.5 meter high from the floor level for
not less than 15 minutes.

On 26/5/2021, result monitoring inspections recorded that neither colour dyes nor fluorescent effect
were noted at the ceiling and wall of living room, ceiling of bathroom & ceiling of bedroom in the
Affected Premises. Moreover, the readings of moisture content at the ceiling and wall of bedroom
were 35% or above except ceiling and wall of living room, ceiling of bathroom.

On 17/7/2021, result monitoring inspections recorded that neither colour dyes nor fluorescent effect
were noted at the ceiling and wall of living room, ceiling of bathroom & ceiling of bedroom in the
Affected Premises. Moreover, the readings of moisture content at the ceiling and wall of bedroom
were 35% or above except except ceiling and wall of living room, ceiling of bathroom.

The procedure of carrying out of the required tests was in accordance with the specifications as
stipulated in the Contract Conditions.

The above are true to the best my knowledge and belief.

2021. I am responsible for the supervision works for Agreement No. 5OJ132 and hereby concluded
that:

(i) On 17/7/2021, the source of seepage at the except ceiling and wall of living room, ceiling of
bathroom & ceiling and wall of bedroom in Room 6, 19/F, Block M, Amoy Gardens, Kwun
Tong, Kowloon could not be identified.

The procedure of carrying out of the required tests was in accordance with the specifications as
stipulated in the Contract Conditions.
