1) PURPOSE
The objective of this procedure is to provide for prompt and effective response to control the emergency
situations for reducing the losses and consequences of possible disasters. The purpose is to describe the
responsibilities of personnel in responding to any type of emergencies. This procedure aims at:
 Emergency situations are identified.
 Emergency plans are established.
 Persons responsible for handling emergency situations are identified.
 Equipment required to handle emergency situations are identified and available.
 Emergency plans established are tested for responses.
 Effectiveness of the responses is ensured.
2) PRIORITIES
This procedure prioritizes the safety of company employees in case of emergency situations resulting out
of accidents occurred acts of natural or man-made disasters.
a) Ensure the safety of all personnel involved.
b) Minimize any impact on the environment.
c) Minimize any impact on property and assets.
d) Emergency drills shall be conducted a minimum of once a year to assess the responses of the staff and
workers on site and their preparedness for any emergency situation.
Sahara will maintain an emergency response plan, which shall be communicated to:
a) Control personnel
b) Emergency services
c) Employees & contractors who may be affected.
d) JIGPC representative
e) Others are likely to be impacted.
3) DEFINITION
 Emergency: An emergency is a situation which poses an immediate risk to health, life, property, or
environment. Such a situation may arise due to a large fire, technical fault, operational malfunction,
multiple casualties, unusual gathering of labours, vandalism, acts of sabotage, etc.
 Emergency preparedness and response: identification of potential accidents and emergency situations
and appropriate responses
 Mock drill: periodic test of emergency preparedness and response procedure and plans.
 Compliance: Fulfilment of legal and other requirements.

4) ROLES AND RESPONSIBILITIES


4.1 Project Manager:
A Team Lead shall carry the overall responsibility for Sahara’s emergency response execution. The
key responsibilities shall include:
 Providing strong leadership and direction in the event of an emergency.
 Ensure that emergency response plan, preparedness and execution is consistent and well managed.
 Ensure that appropriate project site response teams are defined and prepared for the various
emergency response scenarios identified in this plan.
 Notify clients of any emergency incident through radio, telephone, or messenger immediately upon
receiving initial notice or advice.

4.2 EHS Supervisor:


 Shall report to the Project Manager; shall be responsible for ensuring the site is prepared for any
emergency response, including:
• Muster Points / Assembly Area
• Arrangements for conducting head counts.
• Setting up drills and exercises.
 Shall be at the scene of the incident; assess the situation and issue instructions to HSE staff; ensure
that messages have been communicated to the team leader.
 Liaise with site supervision for withdrawing any permits; liaise with site supervision for the
mobilization of any plant and equipment necessary for dealing with the emergency.
 Limit access to the area with barriers or other means to prevent unauthorized access to that area;
coordinate for the reinstatement measures following stabilization of incident.
 Evaluate the scale of the incident and decide whether additional resources are required to
adequately deal with it; prepare a full report explaining details of the incident.
4.3 ERT Leader (Emergency Response Team Leader):
The ERT Leader assumes leadership of the emergency response team with responsibilities
including:
 Coordinating immediate response based on the emergency response plan.
 Activating and deploying the emergency response team and resources.
 Communicating updates and progress to the Project Manager and JIGPC relevant personnel.
 Carry over all responsibility of safe and orderly execution of Emergency Response and Action.
 Provide effective supervision and management of Emergency Response.
4.4 ERT Coordinator (Emergency Response Team Coordinator):
The ERT Coordinator supports the ERT Leader in coordinating emergency response activities,
managing logistics, and ensuring effective communication, including:
 Managing logistical and resource requirements.
 Coordinating internal and external (JIGPC) communication.
 Ensuring the readiness of the emergency response team.
 Observe, evaluate and provide information of the Emergency situation to ERT Leader.
 Assist in the control of prompt and orderly evacuation and Emergency Response action.
4.5 Area Supervisor:
The Area Supervisor's emergency response responsibilities include:
 Implementing emergency procedures within their designated area.
 Reporting the emergency status to the Project Manager and EHS Supervisor.
 Overseeing safe evacuation and implementing safety measures.
 Providing support and reporting resource needs to the Project Manager and EHS Supervisor.
 Maintain orderliness in the Safe Assembly Area.

 Assess status or situation at assembly area.


4.6 Fire Warden:
Key responsibilities for the Fire Warden during emergencies are:
 If it is safe to do so, extinguish the fire with the firefighting equipment or device available.
 Provide information of the fire to the ERT Team Leader.
 Initiating and coordinating evacuation procedures in case of fire hazards.
 Communicating with emergency services and providing fire-related information.
 Conducting post-fire inspections and recommending preventive measures and improvements to the
response plan.

5) GENERAL PROCEDURE:
a) In the event of an alarm activation, Sahara workers shall stop all activities and move to the nearest
assembly area or muster point.
b) Nobody will move from the assembly area or muster point unless the emergency is under control
and all clear was announced.
c) The employees head count shall be conducted by the Sahara area supervisor or HSE personnel
through daily toolbox talk attendance sheet.
d) Any case of any missing person or differentiate, it shall be notified to Emergency response team or
commander / (ERS) as per the provided organization and flowchart.
e) On the event of the emergency situations linked with the project (such as a fire or explosion, structure
collapse etc.), Sahara will adhere with the instructions given by emergency response specialist (ERS).
5.1 Raising the Alarm and Plan Activation

In the event of an incident, any employee is authorized to activate the nearest alarm system available in
the plant or construction sites; he may also use radio or telephone; and will provide call receiver the
following details:
a) Location of the incident
b) Nature of incident e.g., fire, explosion, number of injuries, etc.
c) If it is a fire – state type of oil, gas, electric or other and state wind direction and strength.
d) Identify yourself by giving your name/telephone.
e) Notify the Client’s Representative.

5.2 COMMUNICATION

SAHARA will follow the JIGPC emergency communication system, ensuring swift information
dissemination, rapid response activation, and seamless coordination during emergencies to enhance
overall preparedness and response effectiveness.

6) Emergency Drills:
All the emergency drills shall be aligned with JIGPC ERT protocols and procedures to ensure the
readiness and effectiveness of the ERT in responding to various emergency scenarios.
1) The emergency drills shall be conducted to ensure that all employees are aware of the HSE procedures;
what to do in case of an actual emergency during execution of the project.
2) The frequency of such drills should be in line with the client schedule. Different scenarios shall be
developed for drills to ensure that all possible emergency situations anticipated are covered, this may
include but not limited to:
a) Fires and explosion
b) Medical emergency
c) Single or multiple injuries on ground, confined spaces, or elevated area.
d) On site hazardous materials and the high-risk activities performed by personnel.
3) ERT shall appoint or nominate observers prior to the drill exercise. ERT shall also establish criteria to
be observed for such emergency drills for future implementation and improvement at site.

7) TRAINING AND PREPAREDNESS

In addition to the Emergency Drill procedures, comprehensive training programs will be implemented to
ensure that all personnel are adequately prepared to respond to emergency situations effectively. The
training package has the following minimum inclusions:

Alarm Signals and Their Meaning:


All personnel will be trained to recognize different alarm signals and understand their corresponding
meanings to facilitate prompt and appropriate responses in emergency scenarios.

Location and Routes to the Nearest Assembly Points:


Training will ensure that all individuals are familiar with the precise locations of assembly points and the
designated evacuation routes to be followed in the event of an emergency.

Location of Emergency Equipment:


Detailed training will be provided to ensure that employees are aware of the exact locations of emergency
equipment such as fire extinguishers, first aid kits, emergency showers, and eye wash stations.

Responsibilities of Everyone:
Training will outline the specific responsibilities and actions expected from all personnel during an
emergency, emphasizing the importance of collaboration and adherence to established protocols.

Notification and Reporting Requirements:


Employees will be educated on the correct procedures for notifying authorities, reporting emergency
situations, and effectively communicating critical information to the designated emergency response
personnel.

The training programs will be conducted regularly to ensure that all personnel are familiar with these
essential aspects of emergency preparedness and response, contributing to a proactive safety and
emergency management culture within the project environment.

8) EMERGENCY PROCEDURES / ACTIONS FOR DEFINED EVENTS:

8.1 Fire Alarm System and Fire Extinguishers:


Fire alarm system is installed in the head office and employee camp buildings; locations of fire / smoke
detectors are shown in location map of fire detectors. The fire extinguishers are installed in the office
building, and various locations at laydown, store, and site as addressed in the location plan.
The HSE Department shall arrange to verify the adequacy, condition, and status of fire alarm system and
fire extinguishers. Fire alarm system is inspected annually, and fire extinguishers are checked every month.
Records of fire extinguisher inspection shall be maintained using Fire Extinguisher Inspection Report.
The employees working at sites and client premises shall be familiar with the fire alarm and firefighting
systems installed at the respective site premises. HSE Dept. shall conduct awareness sessions and ensure
their awareness.
Fire Extinguishers are classified by the type of fire, and they shall be used based on their suitability for the
type of fire to be extinguished.
Class A: Ordinary combustibles such as wood, paper, cloth, rubber, and many other plastics. One fire
extinguisher for this class uses water stored under pressure as fighting agent. The water puts Class A fire
by cooling the fuel.
Class B: Flammable liquids and gases such as oil, greases, tars, oil-based paints, lacquers, and some plastics.
Fire extinguishers for Class B generally use dry chemicals which break down the chemical chain reaction
of fire and isolate the fuel from fire.
Class C: Energized electrical equipment such as wiring, fuse boxes, circuit breakers, machinery, and
appliances. You can use Class C fire extinguisher on live electrical equipment without receiving electric
shock. Class C fire extinguisher use carbon dioxide (CO2) which reduces the amount of oxygen in the air.

8.2 Emergency Response on noticing Fire and Evacuation Mock Drills:


i. Upon hearing a fire alarm in Head Office all employees shall:
ii. Stop the work and alert others.
iii. Rush to the assembly point through the nearest emergency exit.
iv. Close the door behind you.
v. Report to designated wardens.
vi. Wait for further instructions.
vii. Fire wardens shall:
viii. Check everyone has left the building (All rooms shall be checked if possible)
ix. Rush to the assembly point; conduct a head count and report persons not accounted.
x. Do not allow persons to go back to the building until “ALL CLEAR” announcement.
xi. Shall inform the fire force (Phone No 911).
xii. Compliance to applicable local regulation, HSE Department shall conduct Mock drills according to a
pre-determined schedule or as required to ensure that all personnel are familiar with the response
and preparedness on emergency situations. Where it is reasonable, participation of external
emergency services and other interested parties such as contractors and neighbors should be
encouraged.

8.3 Emergency Situations Arising from Accidents:


i. An accident which occurs to any person at premises where operations are in progress shall be
immediately brought to the notice of the direct Supervisor and / or concern Supervisor.

ii. In case injuries are minor, the injured shall be given first aid treatment and shall be allowed to
continue duty. Accident Report will be prepared in accordance with the Incident Reporting
Procedure.
iii. In case injuries are major an ambulance shall be requested and the injured shall be immediately
taken to hospital for medical treatment.
iv. In case of an emergency associated with fire or any other major accidents immediate
action/response shall be in accordance with Emergency Communication Scheme. This shall be
displayed at locations where there is a potential of fire, explosion, gas, or water leak.
v. The person first noticing a fire, gas or water leak, or explosion shall immediately notify the people in
the surrounding area and inform the area Supervisor.
vi. If the fire is small enough and the person has been trained, a fire extinguisher may be used to put out
the fire. If in doubt evacuate.
vii. The Supervisor shall immediately instruct the people to evacuate the area and inform rescue service.

8.4 Emergency Situations Arising from Natural Disasters:


i. Anyone hearing of a natural disaster warning or situation should inform the Supervisor in the area.
ii. The Supervisor shall assess the situation and if required he shall instruct the people to evacuate and
assemble at a safe location.
iii. If thunder storms, hurricanes or potential flood pose a hazard the Supervisor shall consider shutting
off all computers and electrical equipment and shall dismiss all personnel early prior to the occurrence
of the storm.

8.5 Emergency Situations arising from Vandalism, Sabotage, Strikes etc.:


i. Anyone having any knowledge of an illegal activity affecting should advise the Supervisor or directly
to the Management.
ii. Upon noticing any of these situations, the Supervisors shall act with utmost care and maturity to
avoid any sort of damage to the company property.
iii. To handle the emergency situations effectively the Company has constituted an Emergency Situation
Handling Team details of which are mentioned on the Emergency Situation Communication Scheme.
iv. The supervisor shall immediately contact the Emergency Situation Handling Team and inform them
of the correct details regarding the situation prevailing and details shall be informed to
management.
v. The team members shall coordinate with the local Police, Fire, Hospital, or any other authorities as
required for the situation.
vi. The HR & Admin Manager shall investigate the matter and take disciplinary action against the
employees. The HR & Admin. Officer shall submit the details to the Management.

8.6 Emergency Situations arising during Work at Height


Although there are numerous methods to rescue a suspended employee, here are a few methods to
consider based on the project scope.
Suspension trauma safety straps (foot stirrups) shall be provided with each full-body harness to ensure
that personnel involved in a fall can stand up in their harness to prevent loss of circulation until they can
be rescued.

a. Self-Rescue
i. Workers can climb back up to the level from which he fell (a few inches to 2 to 3 feet).
ii. Worker will return to the floor and be reviewed for possible medical attention.
iii. Remove all necessary components of his fall arrest system from service and document, the
components involved in the fall with name, date and activity at the time of fall and give it to their
manager.
b. Assisted Self-Rescue
If self-rescue is not possible then an Assisted Self-Rescue will be needed. The following guidelines
should be used during a mechanically aided rescue.
i. If available, Crane Man Basket Rescue should be used to rescue the victim.
ii. Or the mechanically device (a pully) will be secured to an anchor that is strength enough.
iii. The rope line may be swung over or lowered to the worker, who will grab the lifeline hook and
secure it to the appropriate body support D-Ring. A positive connection to the D-Ring must be
verified by one of the rescue team members.
iv. The rescue team will raise or lower the fallen employee to the appropriate work platform or
ground and take care of rescued worker medically needed.
v. Remove all necessary components of his fall arrest system from service and document, the
components involved in the fall with name, date and activity at the time of fall and give it to their
manager.
c. Assisted Rescue
If the workers injuries prevent them from attaching themselves to the rescue system, both self-rescue
and assisted self-rescue are not options, an fully Assisted Rescue is necessary.
i. The mechanical device will be secured to an anchor that is strength enough.
ii. A rescue team member must attach the mechanical device haul line to the fallen worker’s fall arrest
system. This can be performed by accessing the worker and attaching directly to the worker’s
harness.
iii. The rescue team will raise or lower the fallen employee to the appropriate work platform or
ground and take care of the rescued worker medically needed.
iv. Remove all necessary components of his fall arrest system from service and document, the
components involved in the fall with name, date and activity at the time of fall and give it to their
manager.
8.7 Dealing with an Oil Spill:
i. The garage store handles hydraulic oil, engine oil and other lubricants for the operation and
maintenance of machinery and vehicles, which shall be stored and handled with utmost care. In case
of a spill following measures should be taken immediately:
ii. Wear safety shoes, gloves, and safety goggles before dealing with the spill.
iii. Stop or control the oil spill.
iv. Pour absorbent materials like sand or saw dust to darn up and absorb the oil. Start on the outer
perimeter, surround the spill and work inwards, scooping oil-soaked material into buckets as it
becomes saturated.
v. For large spills, place-soaked material in doubled garbage bags. Seal the inner bag tightly and
separately from the outer garbage bag.
vi. Fuel oil is combustible. Until the spill is completely controlled and collected, keep all sources of

ignition away from the area.


vii. Clean up and leave area dry.
viii. In case a spill kit is maintained, collect, and dispose of the oil as per the instruction.

8.8 Chemical Spills:


i. Use the same procedure as for oil spillage.
ii.Refer to the MSDS of specific chemical for safe handling, storage, use and other information.

8.9 Dealing with Electrical Shock:


i. Anyone noticing an electrical hazard shall first make sure that the power is turned off before
approaching the person who is in contact with the electrical equipment.

ii. Cardiopulmonary Resuscitation (CPR) shall be administered by a trained person for treatment of an
electric shock victim.

8.10 Dealing with Heart Attacks:


i. If the person is unconscious, check if he is breathing. Look at the patient's chest to see if it is rising and
falling. Check if he has a pulse, place two fingers on one or other side of the person's voice box in their
throat to feel if they have a carotid pulse.
ii. If the patient has a pulse but is not breathing, it could be because of suffocation. Feel inside the
mouth with a finger to see if there is anything blocking it or the windpipe and remove any food or
other objects. Provided that dentures are not broken, it is better not to remove them.
iii. Call for help immediately, stating that the casualty is not breathing, and provide resuscitation until
the patient begins to breathe or the ambulance arrives. If there is no breathing or pulse, the patient
has a cardiac arrest.
iv. If possible, raise the legs up 12 to 18 inches to allow more blood to flow towards the heart.
v. Immediately place the palm of your hand flat on the patient's chest just over the lower part of the
sternum (breastbone) and press your hand in a pumping motion once or twice by using the other
hand. This may make the heartbeat again.
vi. If these actions do not restore a pulse or if the subject doesn't begin to breathe again call for help,
stating that the casualty is having a cardiac arrest but stay with the patient.
vii.Ensure that an ambulance arrives, and the patient is shifted to the hospital at the earliest.

8.11 Dealing with Heat Stress:


Mild Disorders includes the following symptoms:

i) Fainting:
This can indicate that the body is having difficulty coping with the heat.
First aid: keep the person lying down; place the person on his side in case of vomiting. Get medical help
if the person does not fully recover in a few minutes.

ii) Cramps:
It affects the muscles that do the hardest work.
First aid: move the person to a cool place and give ½ glass of water every 15 minutes for an hour. Stop
giving fluids and get medical help if the person starts to vomit.

iii) Heat Exhaustion:


Heavy sweating, clammy skin, weakness, dizziness, nausea, pale or flushed complexion.
First aid: Move the person to a cool place, lay the person on his back with their feet elevated, fan the
person and sponge him with cool water. Offer a conscious person ½ glass of water every 15 minutes
and immediately call for medical help.

iv) Heat Stroke:


No sweating (in some cases the victim may sweat profusely), high temperature, hot, dry, flushed skin;
confused, delirious behaviour, loss of consciousness or coma.
First aid: While waiting for medical help move the person to a cool place, cool the person as quickly as
possible with water or by fanning. Offer a conscious person ½ glass of water every 15 minutes. Heat
Stroke shall be considered as a medical emergency and immediate medical help shall be called for.
9) FIRST AID FACILITY:
Sahara HSE department has maintained a list of those personnel who are trained and currently qualified
by JIGPC approved third party trainer to provide first aid. Such persons are normally distributed within
the organization to best suit the work requirements at any given time.
Where a Client operated medical clinic is not provided, at least one first-aid kit shall be positioned and
maintained at such sites. This shall include workshop, garage, store, and office locations. The HSE
department shall ensure that such first aid facilities are available for all sites.
Management representative shall identify all the possible / potential Emergency Situations and will
define planned interval of individual situation, for practicing or training in Emergency Response Plan.

10) REVIEW AND CHANGES TO THE EMERGENCY PREPAREDNESS AND RESPONSE PROCEDURE:
Management Representative in coordination with concerned department head shall review this
procedure at every Six month as minimum and when any emergency occurred within or outside the
organization facility. The review and changes may be required with in this procedure, as a result review
shall be recorded and maintained as per the procedure Control of Documents Procedure.

Internal and External Communication Methods:

Once an emergency is notified by Sahara, immediately call on emergency number and it should be
reported to the area safety manager. Once the safety manager receives the information, he will inform
his project manager and site construction manager (ERT Leader from Sahara). After receiving the
information under the direction of Sahara PM & site CM will take all the control and he will coordinate
and assign person as per ERT plan to ensure, notify and guide all employees for safe access & muster
point until the Saudi Aramco or JIGPC ERT arrives. Once SA / JIGPC ERT arrived at site then they will
lead and conduct all the rescue work and if required Sahara management can assist. Headcount will be
conducted on safe assembly area by Sahara EHS department and notify to ERT department.
Once Sahara safety manager receives information, he will inform JIGPC construction / EHSS lead
meanwhile Sahara Project manager Inform to JIGPC Project manager about emergency. JIGPC project
manager notified Saudi operation supervisor and operation will inform to Saudi Aramco ERT
department for rescue work. Alarms must be raised, distinctive and recognized by all employees as a
signal to evacuate the work area or perform other actions identified in emergency action plan.
