K TO 12 BASIC EDUCATION PROGRAM SCHOOL-BASED CONTINUING PROFESSIONAL DEVELOPMENT STRATEGY FOR THE
IMPROVEMENT OF TEACHING AND LEARNING
In accordance with the philosophy of lifelong learning and the DepEd's dedication to the development of teachers' potential in order to help them succeed in
their careers, the DepEd fully supports the ongoing professional development of its teaching staff through this policy. This is possible through the school-based
LAC, which primarily serves as a community for professional development for teachers to enhance practice and student progress.
Rationale
The Department of Education (DepEd) aims to defend and advance the right of Filipinos to a complete, equitable, and high-quality primary education that
enables people to reach their full potential and make significant contributions to the development of the country. The DepEd is committed to its instructors and
students when it invests in developing human potential. To this aim, DepEd firmly believes that the teaching profession "needs instructors’ exceptional knowledge
and specialized abilities, gained and maintained by rigorous and continued study," and as such, completely supports the ongoing professional development of its
teaching staff (UNESCO 1966).
The DepEd uses a variety of teacher professional development strategies to enhance teaching and learning. Yet, the majority of these involve the sharing or
transmission of expert information from the top down. They include short-term courses, cascading or echoing teacher training, lectures, or workshops. Over time,
other top-down training initiatives, such as scholarships and online courses, have been implemented.
There are fewer instances of bottom-up teacher professional development programs in the DepEd, despite their existence in specific schools or divisions,
where colleagues study subjects and pedagogies jointly, collaborate on lesson plans and carry out action research collectively. They include communities of practice,
teaching circles, lesson studies, and school-based learning action cells as examples.
